			<content:encoded><![CDATA[<p>Figures recently released showed that 353,000 cars failed their first MOT test in the year October 2010 and September 2011, which is about an 80% passing rate. The most common reasons for failing were lighting and signalling. Additionally tyres, headlight aim and issues with the driver&#8217;s view of the road were problems during the test.</p>
<p><span style="color: #999999;">Amazing so many would fail their first test, when they might not have covered an excessive mileage. Shows that the government were wise recently not to extend the time period for the first MOT to fours years duration.</span></p>

<p>The Government announced plans today to crack down on those who drive while under the influence of drugs.</p>

<p>Legislation unveiled in the Queen’s Speech will create a specific drug driving offence. Currently police have to demonstrate that driving had been impaired by drugs in order to prosecute.</p>
<p>Under the proposed legislation it will automatically be an offence to drive a motor vehicle if you have certain controlled drugs in your body in excess of specified limits. This will make it much easier for police to take action against drug drivers.</p>
<p>Devices to screen for drugs in the body are expected to receive type approval from the Home Office by the end of the year.</p>
<p>Road Safety Minister Mike Penning said:</p>
<p>“Drug drivers are a deadly menace – they must be stopped and that is exactly what I intend to do.</p>
<p>“The new offence sends out a clear message that if you drive whilst under the influence of drugs you will not get away with it.</p>
<p>“We have an enviable record on road safety in this country and I want to keep it that way. This measure will help to rid our roads of the irresponsible minority who risk the lives of innocent motorists and pedestrians.”</p>
<p>An independent review of drink and drug driving law in 2010 recommended that a new specified limit offence should be developed. The exact drugs covered by the offence and the specified limits for each will be determined following advice from an expert panel and a public consultation.</p>
<p>Earlier this year the Department for Transport announced the formation of the panel and today is confirming the membership. It includes experts in the field of alcohol and drug misuse and will also work with officials from the Home Office, Ministry of Justice and Department of Health.</p>
<p>The penalty for the new offence will be a maximum of 6 months imprisonment and/or a fine of up to £5,000, and an automatic driving ban of at least 12 months.</p>

			<content:encoded><![CDATA[<p>The Prime Minister is intending to change the law so those convicted of drug driving could soon face up to £5000 fine, a minimum of 12 months driving ban, and even a jail term of up to 6 months.  &#8221;Drug drivers are a deadly menace &#8211; they must be stopped and that is exactly what I intend to do,&#8221; he said. The new offence sends out a clear message that if you drive whilst under the influence of drugs you will not get away with it.&#8221; The Police will use new drug detection machines that will be approved for use next year.</p>
<p><span style="color: #999999;">Would be a very sensible change, if and when the detection methods are proved to be effective. Driving under the influence of drugs, is a real problem to road safety and needs to be taken as seriously as drink driving has been for many years.</span></p>

			<content:encoded><![CDATA[<p><span>Figures were obtained by the Co-operative Motor Group have shown that a staggering 9,000 motorists are still on the road despite still having accrued the maximum of twelve penalty points allowed on their licences in a three year period. In these cases the courts have used their discretion and allowed the offender to avoid a driving ban. Blackpool, Oldham and Manchester were released the top three offending areas.</span></p>
<p><span style="color: #999999;">Amazing that so many repeat offenders are allowed to continue their driving, when they have clearly broken the law (and been caught) many times. The rules are in place to keep everyone safer on the roads, so why is everyone not punished the same?</span></p>

			<content:encoded><![CDATA[<p>Soaring petrol prices have had Brits rushing to buy diesel models in order to save on fuel bills – in fact in 2011, half of all new car sales in the UK were diesel with increasing numbers of people looking at second hand diesels models. However, our recent analysis has revealed that unless you drive over 10,000 miles a year, you are unlikely to save any money by opting for a second hand diesel.</p>
<p>The figure is based on our unparalleled insight into car values with our experts concluding that 10,000 miles is the ‘golden number’ of miles you need to drive if you are to recover the extra cost of buying a second hand diesel model.</p>
<p>Both second-hand and new diesel models command a strong price premium over their petrol counterparts. The average cost of a new family-sized car which runs on diesel is £1,300 more than its petrol equivalent. Due to increased demand, this is magnified in the second hand market where the average three year old family car is up to £2,000 more than the petrol model. This means, if you buy a three year old diesel and drive less than 10,000 miles a year, you are unlikely to recover this money over an average three year length of ownership.</p>
<p>Over recent years the difference between the purchase price of three year old petrol and diesel models has increased noticeably. Whilst increasing fuel prices have had a significant impact, it has also been driven by the advancement of diesel engine technology which has led to a less compromised driving experience. In many cases today, diesels run as quietly and smoothly as their petrol equivalents, certainly not the case a decade ago, and additionally offer some practical advances over petrol models, such as better torque figures.</p>
<p>However, we predict that the gap is now likely to remain constant. <strong>Our in-house expert</strong> <strong>Adrian Rushmore, </strong> comments: “More and more used diesels are coming on to the market and with new diesel car sales surpassing petrol last year, we’re only going to see an increase in the amount available on the second hand market. This increased availability should stop used car prices rising too much further. Sooner or later, buyers will also cotton on to the fact that you actually have to do a fairly significant amount of miles – 10,000 or so – to recoup the cost. The 10,000 mile figure is based on averages of hundreds of thousands of car prices and current fuel prices. This is the ‘magic number’ consumers should use to guide their choice – if you’re driving 5,000 miles for example, you definitely don’t want to buy a diesel on economic grounds.”</p>

			<content:encoded><![CDATA[<p>A Traffic Penalty Tribunal has ruled that the controversial and annoying CCTV vehicles can only hand out penalty notices, when it is impractical for the traditional traffic wardens to carry out enforcement. The landmark ruling comes after a motorist appealed a fine, when issued with a ticket for momentarily parking on yellow line outside his house, to swap cars round on his drive.</p>
<p>In his ruling, James Richardson, a Traffic Penalty Tribunal adjudicator, said: &#8220;The sensitive nature of evidence gathered by CCTV is specifically considered and addressed by the guidance issued by the Government. Recommendation is made that such devices are only used where enforcement is difficult, sensitive or enforcement by wardens is not practical.&#8221;</p>
<p><span style="color: #999999;">Some relief for motorists who can sometimes be on the wrong end of overzealous enforcement, and a smaller revenue stream for authorities.</span></p>

<h2>Overview</h2>
<p>This publication presents information on motor vehicles in Great Britain that were licensed on the 31 December 2011 (the end of quarter 4/end of the year), or were registered for the first time during 2011. The statistics are derived from data held by the Driver and Vehicle Licensing Agency (DVLA), which administers vehicle registration and licensing records in Great Britain.</p>
<h2>Key findings include:</h2>
<ul>
<li>At the end of 2011 there were 34.2 million vehicles licensed for use on the roads in Great Britain, of which 28.5 million were cars.</li>
<li>Between 2010 and 2011 the total vehicle stock number increased by 0.3 per cent. Since the recession of 2008-09 the annual growth in licensed vehicles has only averaged 0.4 per cent, lower than the 2.4 per cent averaged between 1996 and 2007.</li>
<li>Just over 2.38 million vehicles were registered for the first time in Great Britain in 2011. This represents a 36 thousand vehicle, or 1.5 per cent, decrease from the previous year. However, the 2010 first registration figures received a boost from the previous government’s Vehicle Scrappage Scheme.</li>
<li>The number of newly registered cars powered by diesel has continued to rise. For the first time the proportion of cars registered for the first time that run on diesel has tipped over the 50 per cent mark.</li>
<li>Average emissions from all the licensed cars first registered from 2001 onwards was down by 1.5 per cent from 2010 to an average of 163 g/km. The average CO2 emissions from cars newly registered in the year fell by over 4 per cent from 2010 to an average figure of 138 g/km. Since 2001 the average emissions of new cars has fallen by over 21 per cent.</li>
<li>At the end of 2011, the most common car in Great Britain was the Ford Focus (1.4 million) followed by the Ford Fiesta (1.3 million).</li>

Currently it is paid either yearly or six monthly, with many opting for the later (which makes the yearly total more expensive) because of struggling finances.</p>
<p><span style="color: #999999;">Sounds like a very good and welcome idea to help motorists to help with their car expenses. On the government side it would appear a smart move to a much easier way to manage the tax, and cut down on paperwork.</span></p>

<p>Local authorities across England have been given advice on how to tackle the problem of potholes on their roads following the publication of a review commissioned by Local Transport Minister Norman Baker.</p>

<p>The Pothole Review – part of the Coalition Government’s £6m Highways Maintenance Efficiency Programme &#8211; looks at how best to fix potholes once they have formed but also how to prevent them from appearing in the first place. The recommendations for Central Government, local highway authorities and the highways sector fall into three main themes:</p>
<p>· <strong>Prevention is better than cure</strong> – intervening at the right time will reduce the amount of potholes forming and prevent bigger problems later.</p>
<p>· <strong>Right First Time</strong> – do it once and get it right, rather than face continuous bills.</p>
<p>· <strong>Clarity for the public</strong> – local highway authorities need to communicate to the public what is being done and how it is being done.</p>
<p>Local Transport Minister Norman Baker said:</p>
<p>“We all know the misery that potholes can cause to highway users and local communities and the recent series of harsh winters has only served to intensify the situation.</p>
<p>“We’ve given £3 billion to councils for road maintenance over the next four years but money can only go so far and the old adage rings true: prevention is indeed better than cure.</p>
<p>“I would urge all those involved with highways maintenance, including councillors, chief executives, local highway practitioners, those in the utility sector and contractors to adopt the approaches set out in this report, not only to make real cost savings but also to provide a high quality service that both the road user and local residents deserve.”</p>
<p>Today’s Review investigates the issue of potholes from an engineering perspective plus explores the wider issues around potholes, including public expectations, the impact of long term maintenance strategies, decision making arrangements, the processes of reporting, prioritising and repairing, guidance and wider operational arrangements within local highways authorities.</p>
<p>Matthew Lugg, President of the Association of Directors of Economy, Environment, Planning and Transport, who led the Pothole Review, said:</p>
<p>“This Review has focused on key principles and strategies to reduce potholes in the future. There are a number of key recommendations, which when implemented by the highway sector will lead to more effective outcomes for the highway users and the economy. I would encourage all parties to take on board the recommendations. I am thankful for the help and assistance that was provided by colleagues from both the public and private sector including key stakeholder organisations.”</p>

There is a big concern over the abuse sleeping tablets, pain killers and other drugs readily available over the counter. Studies by the Transport Research Laboratory found that drug impairments were present in quarter of fatal road accidents, so it is an issue that needs to be addressed to keep the roads safer.</p>
<p><span style="color: #999999;">Definitely a big concern on the roads. There needs to be clear education on the problems of taking drugs of any kind before driving, so motorists understand the risks, and allowing them to make a correct judgement of whether to drive or not. This needs to be backed up with proper roadside testing, as with the drink driving laws.</span></p>

			<content:encoded><![CDATA[<p>A new scheme in Nottingham called the Workplace Parking Levy has been introduced, so that companies with ten or more employees will have to pay a fee each year for each parking space. So far over forty-five thousand spaces have been snapped up, all the proceeds having to be spent on public transport. Local trams, rail and buses are to benefit.</p>
<p><span style="color: #c0c0c0;">Just seems like another burden on the already heavily taxed motorist. Government always seem to waste money and spend greatly in areas where it would appear is not needed, correct management of our finances would help the masses, to not face masses of unwelcome stealth taxes.</span></p>

			<content:encoded><![CDATA[<p>A recent study by Annual Local Authority Road Maintenance (ALARM) has shown that there are 1.7 million potholes in England and Wales, with the England&#8217;s holes taking an estimated 11 years to clear.</p>
<p>Alan Mackenzie, Chairman of the Asphalt Industry Alliance (AIA) points out: “Severe winter weather would not, in itself, produce a plague of potholes on well maintained roads. These disastrous figures result from decades of underfunding and enforced short-term planning, frustrating the efforts of local authority highways engineers to carry out the preventative work which they know has needed to be done. One in five local authority roads has less than five years life. This is clearly unsustainable.&#8221;</p>
<p><span style="color: #888888;">Amazingly sorry state for our roads, especially as motorists pay so much for them in the way of taxes and duties (especially on fuel). It would seem that the slow and limited process of repair work can not keep track of the difficulties, and we will no doubt see the problem get worse, especially if we experience hard winters</span></p>

<p>Utility companies who take too long to complete their road works will face higher charges, Transport Minister Norman Baker announced today.</p>

<p>All utility companies who dig up the road must agree a time frame for their works with the local council. If a firm overstays this period and has not negotiated the additional time with the local council then they face an &#8216;overrun charge&#8217; for each additional day they spend on the road.</p>
<p>Currently, the maximum daily overrun charge is £2,500, depending on the type of works and the sort of street being occupied. From 1<sup>st</sup> October 2012 this will rise on the busiest roads to £5,000 a day for the first three extra days, rising to £10,000 a day from the fourth extra day onward. Councils must spend overrun charge income on implementing transport policies.</p>
<p>Norman Baker said:</p>
<p>&#8220;We know that utility firms need to dig up the road to maintain the infrastructure we all rely upon but sometimes this work takes far too long to complete, causing disruption and frustration for everyone using the road.</p>
<p>&#8220;Increasing these charges means that utilities will pay penalties which reflect the cost of the disruption suffered when works go on longer than they should.</p>
<p>&#8220;The increases will also provide an incentive for utilities to finish works on time and prevent people sitting in unnecessary traffic jams in the first place.&#8221;</p>
<p>The Department is also changing the way overrun charges are structured to reflect the fact that all overruns cause the same level of disruption regardless of how long the work was originally planned for.</p>
<p>The Government&#8217;s response to the consultation on overrun charges can be found here: www.dft.gov.uk/consultations/dft-2010-13. Regulations will be laid in Parliament shortly and are due to come in to force in October 2012.</p>
<p>The Government has also recently put forward proposals for councils to use lane rental schemes which would see utilities pay a daily charge to do works on the busiest roads as well as measures to reduce bureaucracy for councils wanting to implement road works permit schemes. Both consultations can be found on the Department&#8217;s website.</p>

Previous studies have shown than drivers just over the UK legal drink drive limit have their reactions impaired by 6-15%.</p>
<p><span style="color: #999999;">Worrying figures, likely only to get higher which future increases in technology and improved social media applications. What can be done to stop this problem, as most drivers realise they shouldn&#8217;t use phones when driving, but still flout the laws? Many know there  may be little chance of getting caught, when they should think of the risks to themselves and others.</span></p>

<p>A £1.2 million THINK! campaign urging drivers to see the person behind the motorcycle helmet was launched today by Road Safety Minister Mike Penning.</p>

<p>The TV adverts will show bikers with flashing neon signs attached to their bikes. The signs show the rider&#8217;s name and information about them such as &#8216;shy retiring type&#8217; or &#8216;new dad&#8217;. The voiceover at the end asks drivers to look out for motorcyclists next time they are out driving.</p>
<p>The campaign was informed by research showing that drivers are more likely to notice motorcyclists on the roads if they know a biker themselves.</p>
<p>The adverts put motorcyclists at the centre of the campaign in a bid to tackle the huge over-representation of motorcyclists in road casualty figures. Despite only accounting for 1% of traffic motorcyclists make up 22% of deaths on Britain’s roads.</p>
<p>Mike Penning said:</p>
<p>&#8220;As a biker myself I know how great motorcycling can be but as Road Safety Minister I know that the statistics show bikers are tragically over-represented in road casualties and I want to see this number come down.</p>
<p>&#8220;The campaign I am launching today aims to get drivers to think again about how they look at bikers when they&#8217;re out on the road. I hope this will help to reduce the number of bikers killed and injured in crashes with cars.&#8221;</p>
<p>The new &#8216;Named Riders&#8217; TV campaign starts on Friday 2nd March with radio and petrol station advertising running from Saturday 10th March.</p>

			<content:encoded><![CDATA[<p>The number of drivers over the age of 80 has now topped one million according to information obtained by the IAM following a freedom of information request to the DVLA at the end of January. DVLA figures show that there are now 1,012,399 drivers over 80. There are also 122 licence holders over the age of 100, including three 105 year olds, and one 106 year old woman.</p>
<p>The age gap between the youngest driving license holder and the oldest is 90 years. But contrary to common assumptions, drivers in their eighties are not dangerous. The figures show that they are in fact much safer than their more youthful counterparts. The rate of deaths and serious injuries in crashes among drivers over 80 is three times less than the rate for those aged 17-19. In 2010 almost one young driver aged 17-19 was killed or seriously injured per thousand licence holders. The rate of deaths and serious injuries in crashes among car drivers aged 20 to 24 is 36.4 per cent more than the rate for drivers aged 80 or over.</p>
<p>However, drivers over the age of 80 are more likely to suffer serious injuries in a car crash due to their frailty. IAM chief executive Simon Best said: “Older people need their cars which give them better mobility and access to more activities and services. Those who wish to continue driving beyond the age of 70 should only be prevented from doing so if there are compelling reasons. Rather than seeking to prevent older people from driving, we should make them more aware of the risks they face, and offer them driving assessments to help them eliminate bad habits. Driving helps older people play a full and active part in society.” The number of older drivers will continue to rise as the Office of National Statistics predicts that there will be 8.7million people over the age of 75 by 2033. This will represent a increase of 81.1 per cent of over 75 year-olds since 2008 &#8211; some 4.8 million people.</p>

			<content:encoded><![CDATA[<h2>Immigrants are to be banned from taking driving tests in their native language amid concerns rogue translators are helping them cheat.</h2>

<p>Ministers are understood to be considering ditching rules “within months” which allow learners to sit theory tests in any of 19 foreign languages &#8211; including Urdu and Albanian. A system which allows translators to currently sit in on the practical test to explain the examiner’s instructions will also be stopped.</p>

<p>Nearly 800 people have had their licences revoked in the past two years, after investigations by the Driving Standards Agency uncovered evidence of translators coaching learners during their test, it was reported.</p>
</div>
<div class="thirdPar">
<p>Dozens of further cases are also in the pipeline and nine translators have been struck off the approved list.</p>
</div>
<div class="fourthPar">
<p>A Department for Transport source said each investigation costs an average of £10,000 &#8211; and warned that the cases uncovered so far may be just the “tip of the iceberg”.</p>

<p>Ministers are also concerned about the safety implications of providing driving licences to thousands of people who do not speak English and cannot read road signs.</p>
<div class="body">
<p>Figures show that in 2010, some 93,407 driving theory tests were conducted in a foreign language. More than 1,500 people also took the theory test for a bus driver’s licence in a foreign language.</p>
<p>Transport minister Mike Penning said the existing rules, which were introduced by the last Labour Government, acted as a disincentive for immigrants to learn English.</p>
<p>He told the Daily Mail: “This practice is wrong on many levels, and we are going to end it. It is very hard to fathom the logic of why it was ever allowed in the first place. Road safety should be our priority, not political correctness.</p>
<p>“It cannot be right to be handing British driving licences to people who are unable to read warning signs flashed up on motorway gantries. There is also evidence of fraud.</p>
<p>“But there is also a wider point about community cohesion &#8211; we should be encouraging people to learn English, instead of offering them ways to avoid it.”</p>
<p>Government sources said the change, which could be brought in as early as the autumn, did not require a change in the law. In future, drivers will be able to take their test in only English or Welsh.</p>
<p>However, it is understood the Equality and Human Rights Commission has privately warned ministers the ban may breach anti-discrimination laws unless firm evidence demonstrating that people taking tests in a foreign language is a threat to road safety can be provided.</p>
<p>Mr Penning said he was confident there was “just cause” for the ban, and added that most other EU countries did not allow learner drivers to take their driving test in a foreign language.</p>

There had been an outcry from road safety groups and motoring organisations, over the proposed changes, which would have increased intervals between MOT testing.</p>
<p><span style="color: #999999;">It would seem to make good sense not to change the frequency, which could have led to many unsafe cars using our roads, as a lot could become defective on a vehicle in a two years!</span></p>

An expensive scheme costing a reported £30 million.</p>
<p><span style="color: #999999;">Providing pedestrians and motorists monitor and respect each others actions, we may see many more of these types of roads springing up around the country. Many motorists currently don&#8217;t look at road signs, react to what they say, or sometimes even know what they mean, so this scheme could improve their awareness and safety.</span></p>

<p>Motorists are set for improvements in customer service from garages under a package of transparency and value-for-money measures unveiled today by Transport Secretary Justine Greening.</p>
<p>An evaluation of existing MOT test standards and frequency took account of the views and evidence offered by a wide range of organisations.</p>
<p>In particular, it considered data from Department for Transport executive agency VOSA (Vehicle and Operator Services Agency) showing that more than a quarter (27.7 per cent) of vehicles tested in 2010-2011 had one or more car defects that were either missed by MOT test centres or incorrectly assessed.</p>
<p>The VOSA data also showed that the roadworthiness of one-in-eight cars (12.4 per cent) was being incorrectly assessed by MOT test centres.</p>
<p>As a result, the government will work with industry, motoring organisations and consumer groups to focus on the reliability and standards of garages. The government has decided to:</p>
<ul>
<li>Retain the existing rules on MOT test frequency since the evidence shows that vehicle defects are being missed and roadworthiness mis-assessed.</li>
<li>Shine a light on the performance of MOT testing stations by releasing hitherto unpublished VOSA survey data on whether the sector is complying with test standards. This is published today.</li>
<li>Work with motoring organisations to find out what problems motorists experience and enable them to share examples of good customer service – in particular to find ways to make it easier for customers to give feedback on their experiences of garages in a way that others can see – potentially in the manner of existing online hotel and restaurant review websites.</li>
<li>Encourage the take up of industry codes of practice – and expand them to include MOT testing – so that customers can find garages signed up to schemes delivering the highest standards and take action if they have not received the service they expect.</li>
<li>Help motorists to spot &#8216;clocked&#8217; second hand vehicles, by changing MOT certificates so that they carry the last three years’ mileage information as well as the mileage on the day of the test, and encourage car buyers to check full MOT histories using the online MOT database.</li>
<li>Arrange &#8216;mystery shopper&#8217; tests to help improve performance in addition to those already carried out by VOSA.</li>
</ul>
<p>Justine Greening said:</p>
<p>&#8220;Our garages are crucial to ensuring that Britain’s roads continue to be among the safest in the world. Most are doing good work but the latest data shows that there is room for improvement.</p>
<p>&#8220;I want each motorist to be confident that a visit to the garage ends with their car repaired to a high standard by reputable mechanics rather than uncertainty about cost and the quality of service.</p>
<p>&#8220;Giving drivers the very best information about garage performance is absolutely key to achieving this goal. It means that responsible garages will be well placed to reap the commercial benefits of transparency. Garages where performance is not up to scratch will find themselves under pressure to do more for their customers.&#8221;</p>

<p>New powers to help councils cut the disruption caused by road works were announced today by Transport Minister Norman Baker.</p>

<p>Under ‘lane rental’ schemes councils will be able to charge utility companies up to £2,500 a day to dig up the busiest roads during peak times when road works cause the most disruption. This will incentivise utility firms to carry out their works more quickly and at times when roads are quieter. Companies would be able to avoid the charges by carrying out works during off-peak periods or, if appropriate, at night.</p>
<p>Following consultation, the Department for Transport has today published guidance for local authorities wanting to put lane rental schemes in place. In order to gather evidence on the effectiveness of lane rental, the Department has proposed that schemes should initially be used in up to three pioneer authorities &#8211; one metropolitan area and two others &#8211; and is inviting applications from interested local authorities. The successful pioneer areas will need to have exhausted other options, including using a permit scheme. They will also be required to evaluate their lane rental schemes annually and this evidence will be used to decide how further lane rental schemes should be implemented.</p>
<p>Norman Baker said:</p>
<p>&#8220;It is incredibly frustrating to find vital roads being dug up in the middle of the rush hour or, even worse, traffic lanes closed when no one is even carrying out any work.</p>
<p>&#8220;This disruption is not only inconvenient but very expensive, with roadworks-related congestion costing the economy an estimated £4 billion a year, which is why we are taking firm action.</p>
<p>“While permit schemes are working well to reduce disruption from roadworks in areas where they have been sanctioned we think it sensible to try out a further option. We believe lane rental schemes provide a further incentive to utility companies and local authorities to carry out their works at times when they will cause the minimum disruption and to complete them as quickly as possible.”</p>
<p>The guidance which accompanies the new powers makes it clear that lane rental charges must be avoidable and proportionate to the costs of congestion. Councils are also being encouraged to apply the same principles to their own works and come forward with lane rental schemes which fit the needs of their local area.</p>
<p>Any revenue raised from the implementation of lane rental charges will have to be used by councils to fund measures which could help to reduce future road works disruption. This could include infrastructure work, research or measures to improve the management of works.</p>

			<content:encoded><![CDATA[<p>The Department for Transport has announced that there is be a consultation, into charging foreign hauliers to use our road system. If introduced, it would only bring us into line with the rest of Europe, and the charges our hauliers have to pay. UK hauliers will also have to pay the charge, but they will be refunded, by cutting the cost of their tax disc or lower the fuel duty that is charged to them. The plans were also welcomed by a Freight Transport Association spokesman, &#8221;Ensuring that foreign lorries pay for using UK roads is part and parcel of levelling the playing field across Europe and we welcome attempts to do this.</p>
<p><span style="color: #888888;">It would seem to make perfect sense,  as there are estimated to be 1.5 million trips into this country by foreign lorries. All the wear and tear they cause on our roads, is either being paid for by ourselves, or not being repaired at all. This extra revenue (which is only fair for using our roads) should boost our road networks a great deal</span></p>

			<content:encoded><![CDATA[<p>From Monday 23 January, the driving theory test will no longer use pre-published questions in a move to stop candidates from learning answers by rote.</p>
<p>Until now all the questions used in the driving theory test have been published. These changes will mean that learner drivers and riders gain a better understanding of driving theory, because they can no longer rely on simply learning which options are correct for individual questions.</p>
<p>Road Safety Minister Mike Penning said:</p>
<p>“By bringing a stop to publication of theory test questions we aim to encourage candidates to prepare by learning each topic area thoroughly rather than just memorising the questions and answers.</p>
<p>“The intention is to improve candidates’ knowledge and understanding of driving theory, so that they are more able to retain and apply it when they are on the road.”</p>
<p>The familiar theory test books and software still offer revision questions for candidates to test themselves and assess their progress. They now also have exercises so learners can practice applying their knowledge on each topic to case studies. There are also new sections of revision support for motorcyclists and a free e-book for car drivers.</p>
<p>The agency has also launched its first iPhone apps for theory test revision, which also help candidates to study and monitor their progress at their convenience as they approach their test date. These are available from the iTunes Store.</p>

			<content:encoded><![CDATA[<p>Over the years the French, have demanded that those driving on their roads, carry some mandatory items with them at all time. Spare headlight bulbs, his-vests and first aid kits, to be name but a few. These items would be seen as common sense and what you would want to carry in any case, but their latest directive is that a disposable breathalyser must now be carried in your vehicle. Fines of 17 euros (approx £14) will apply if caught without one.</p>
<p><span style="color: #888888;">Would seem a strange additional item to carry in order to make their roads safer, it could encourage some to drink and drive, if they tested slightly under the limit. Perversely if you only carried one unit and used it for testing before driving, you would open yourself up to getting a fine anyway!</span></p>

			<content:encoded><![CDATA[<p>For the first time since the mid 60&#8242;s the speed limit will change, so next year we will be able to drive at 80mph on Britain&#8217;s motorways. Ministers in their wisdom, have decreed that motorists driving more than 80mph are &#8217;perfectly decent people&#8217; and that the old speed limit was &#8217;out of date&#8217;. They have also suggested that the higher limit will bring more economic benefits to the country, while more consideration to more residential areas becoming 20mph zones will be given.</p>
<p><span style="color: #808080;">When the change happens, we will perhaps see not much of a change, as many travel at that speed on motorways already! It would still be wise to have flexibility with top speed limits, and reduce as necessary when weather or traffic conditions  are not favourable, and have harsher penalties for those travelling over the new 80mph limit.</span></p>

			<content:encoded><![CDATA[<p>Tests have shown have motorists driving with a heavy cold, can see their concentration drop by over half, making them more prone to unsafe driving and actions. Drivers reaction times would not be as sharp and as there would be less awareness of surrounding vehicles, driving will become more erratic, with potential problems not dealt with in time, leading to harsh breaking and ill-advised actions. Experts have likened the impairment to drinking at least four large whiskies, which would be over the drink drive limit and leave the driver prone to unsafe driving, and possibly crashing.</p>
<p><span style="color: #808080;">For anyone who has had a heavy cold and tried to concentrate on tasks, or even just watching the television, will understand how hard it is to remain focussed on the job at hand sometimes. Additionally drugs that may be taken to combat the illness, may well cause drowsiness, leading to even less concentration powers still. Always wise to stay off the roads, if impaired in any way, not worth the risk.</span></p>

			<content:encoded><![CDATA[<p>New findings by oil firm Castrol show that many British motorists are not as clued in on road signs as they should be. Half surveyed did not know what give way signs meant, and a third admitted to following the car in front as they were not sure of what needed to be done. Additionally over half of those surveyed, said that they had not looked at their highway code since passing their theory test.</p>
<p><span style="color: #808080;">Its very worrying to think that many are not sure of what to do on the roads, especially in rights of way issues. There must be high numbers of crashes that can be avoided, saving lives and money. Many do not learn the highway code and its rules thoroughly, when learning to drive, just &#8216;doing enough to scrape a pass&#8217;. This lack of knowledge leads to firstly driving test fails, and a potential lack of safe and secure driving for years to come.</span></p>

The rise could be attributed to the increasing use of social networking sites, and lack of regard to the law, when drivers are unlikely to get caught, so deem mobile phone use acceptable.</p>
<p><span style="color: #808080;">Drivers need to be educated more to the risks that mobile phones have on safe driving, as only a small distraction can lead to major incidents developing. This needs to be enforced on the roads, as drivers flout the law at present, as there is a limited chance of being caught.</span></p>

			<content:encoded><![CDATA[<p>It has been reported by Accident Exchange, that more than 500 reversing accidents occur each year, adding up to £409 million of damage during the year. Reversing accidents account for 8% of accidents in the UK, and are mainly due to the at fault driver reversing into a stationary vehicle, or out of a driveway.</p>
<p><span style="color: #808080;">A high number of incidents, that could easily be avoided by checking for other vehicles behind you <span style="color: #333333;"><strong>before</strong></span> reversing.  Another way to lesson problems is to reverse into spaces or driveways, so that reversing at the start of a journey is kept to a minimum.</span></p>

<p><strong>New badge “as secure as a banknote” says Minister<br />

<p>Tough new measures to crack down on drivers who abuse the disabled parking system &#8211; including a new Blue Badge design which is harder to forge &#8211; will come into force on 1 January, Transport Minister Norman Baker said today.</p>
<p>Previously, Blue Badges were made from card and handwritten but from the New Year disabled drivers will be able to apply for an electronically printed badge, much like a driving licence. The new badge will have security features such as a unique hologram, digital photo and serial number allowing parking attendants to check for genuine badges more easily through the windscreen.</p>
<p>Blue Badge fraud is estimated to cost the UK £46 million a year and it is generally accepted that reform is urgently needed. The new badge is part of a wider crackdown on misuse of the scheme to ensure disabled parking spaces can only be used by those most in need.</p>
<p>Other measures include:</p>
<p>* shared administration between authorities resulting in faster renewals, less abuse and operational efficiency savings of up to £20 million a year;</p>
<p>* better customer service for badge holders, including being able to apply for and renew badges online using Directgov, as well as access to a new national helpline number. From April 2012 customers will also be able to report lost and stolen badges online;</p>
<p>* wider use of independent mobility assessments to determine eligibility. To support this local authorities will now have control of National Health Service spend on Blue Badge assessments; and</p>
<p>* extending the scheme to more disabled children under three years of age and severely disabled Armed Forces personnel and veterans; and removing residency requirements for disabled service personnel and their families who are posted overseas on UK bases.</p>
<p>Transport Minister, Norman Baker, said:</p>
<p>&#8220;Motorists who pretend to be disabled to get some free parking are frankly disgraceful. They prevent real Blue Badge holders from using parking bays designed for those genuinely in need and they cheat the vast majority of road users who play fair when they park their cars.</p>
<p>&#8220;Our new Blue Badge will be as secure as a banknote and anyone thinking of faking it can forget it. We are also tightening up on enforcement and eligibility so there will be no way to scam the system.&#8221;</p>
<p>Blue Badges provide a vital lifeline to more than 2.5 million disabled people every year by prioritising key parking spaces close to important services. However, increasing levels of badge fraud have meant those spaces are often full.</p>
<p>Earlier this year, the Government announced the most comprehensive changes to the Blue Badge Scheme for 40 years. The launch of the new badge is the last stage in a raft of measures which have begun to come into force since April.</p>
<p>Helen Dolphin, Director of Policy and Campaigns at Disabled Motoring UK, said:</p>
<p>&#8220;After years of campaigning for improvements to the Blue Badge Scheme, I’m delighted that changes that make the scheme fit for the 21st century have been introduced. The new badge design will stop badges being so easily forged and new guidance to local authorities will make the issuing of badges fairer. The Blue Badge is a fantastic scheme and all these changes will help ensure the scheme will only benefit those it was intended for.&#8221;</p>

<p><strong>Drivers across England are to benefit from shorter motorway closures after crashes thanks to the roll-out of 3D laser scanning technology funded by the Government and police, Roads Minister Mike Penning announced today.</strong></p>

<p>The Department for Transport has awarded 27 police forces across England a total of £2.7million. The funding, together with police and the National Policing Improvement Agency (NPIA) contributions, will enable them to purchase 37 scanners.</p>
<p>The technology saves time by quickly making a 3D image of the whole crash site, rather than investigators painstakingly surveying multiple sections of a scene. This digital image of the site can then be viewed on a computer screen remotely allowing investigators to take measurements of where vehicles are in relation to each other and examine other important evidence.</p>
<p>The wider roll-out of 3D laser scanning technology is part of a Government-led initiative known as ‘CLEAR’. This initiative is delivering an action plan aimed at reducing delays caused by incidents in order to keep traffic moving &#8211; a vital element in securing the UK’s prosperity.</p>
<p>Mike Penning said:</p>
<p>“There is nothing more frustrating than being stuck in a traffic jam for hours on end. But even worse than that is the shocking £1 billion cost of those lost hours for our economy. That is why we are determined to improve the clear-up of accidents so we can get our motorways re-opened as quickly as possible.</p>
<p>“Today’s £2.7 million DfT funding award will see 3D laser scanners rolled out quickly where they are needed most. This will benefit drivers by reducing incident clear up times by 39 minutes on average.</p>
<p>&#8220;I would like to thank police forces for seizing this opportunity to purchase laser scanners and contributing funds towards the purchase. This clearly demonstrates how forces are committed to helping to keep traffic moving, in support of economic growth, as well as continuing to deliver their vital role in ensuring the safety and security of all road users. I would also like to thank the National Policing Improvement Agency for providing a contribution to the funding.&#8221;</p>
<p>Last year (2010) there were more than 18,000 full or partial motorway closures lasting a total of more than 20,000 hours.</p>
<p>A Government strategy to tackle congestion caused by motorway closures and drive down the £1bn annual cost to the economy was published in May by the Minister.</p>
<p>Assistant Chief Constable Sean White, of the Association of Chief Police Officers (ACPO), said:</p>
<p>“On behalf of the police service we welcome enormously this important funding opportunity that has been made possible by Government through the Department for Transport. The provision of the latest, leading edge 3D laser scanning technology to assist in the expeditious and detailed scanning of collision scenes will make a very important contribution to properly investigating fatal and life changing collisions whilst always being mindful of the level of economic and other disruption that closures of the strategic road network inevitably cause.</p>
<p>&#8220;Police forces acquiring this equipment will be in a better position to manage such critical events in a more efficient way and present the most accurate and detailed evidence from the laser scanning devices to criminal, civil and coroners’ courts. The equipment will be deployed day and night across England and will make a real difference to improving the capability of collision investigators, reducing delays for all road users and re-opening motorways and other strategic roads at the earliest opportunity.</p>
<p>&#8220;As agencies we will work together in the months ahead to closely monitor the introduction of this new equipment to ensure that the benefits of this investment are fully realised both for collision investigation and the free flow of traffic.”</p>
<p>Chief Constable Nick Gargan, the Chief Executive of the National Policing Improvement Agency (NPIA), said:</p>
<p>&#8220;The 3D laser scanning project is innovative and will enable motorways to be opened more quickly after incidents, passing a direct benefit to the public. The National Policing Improvement Agency is pleased to support the project, which also brings significant improvements in supporting better outcomes in policing and increased efficiency in officer time.</p>
<p>&#8220;The project also supports a standardised approach to surveying motorway incident scenes, in line with the police service’s Information Systems Improvement Strategy (ISIS) strategy of using IT to enable business change within the service.&#8221;</p>

An expert panel is to advise the government, on whether it is possible to introduce maximum levels for drugs, similar to what is currently in place for alcohol.  Saliva-based drug testing kits are currently being considered for use by police like a breathalyser.</p>
<p><span style="color: #808080;">This is a very under-estimated problem on the roads, as amounts of any type of drugs can cause massive impairments to drivers judgements, and therefore road safety. Surely a combination of driver education to the risks and potential dangers of all types of drugs would be a start. Then backed up by tougher rules and testing as required.</span></p>

			<content:encoded><![CDATA[<p>A learner driver who killed a nine-year-old girl during her first lesson with her husband was “profoundly ignorant” about motoring and did not know what the brake pedal was for, a judge said. Beatrice Mawamba, 34, was jailed for two years after she crushed Shamirah Grant and injured two other girls, one seriously. Driving for the first time with her husband, she panicked and careered down a narrow alleyway into a grassed children’s play area, Leeds Crown Court was told. Mawamba had a provisional licence but had only done online theory lessons and had not driven a car before. Michael Smith, prosecuting, said: “The children describe playing in the early evening and saw a man and woman in a green Vauxhall car. “The man was giving some sort of instruction to the woman. The children heard the engine revving and saw it stutter and come flying down towards them fast.’’ The vehicle was earlier described as “bunny hopping’’ before Mawamba lost control, going down the steps of an alleyway and on to a grassed children’s play area in the Chapeltown area of Leeds. The defendant described the car going very fast and her husband telling her to brake but she did not know how to. Her husband also tried to stop the car. <p>DSA has made a change to online bookings for theory tests. When booking online, you’ll need to give a contact email address to get your confirmation.</p>
<p><strong>If you book via DSA’s contact centre</strong></p>
<p>If you book your test via DSA’s contact centre, you’ll automatically be asked to give an email address for where you want the confirmation to be sent. You’ll only get a posted confirmation if you are unable to give an email address over the phone.</p>
<p><strong>If you&#8217;re booking more than one theory test at a time</strong></p>
<p>If you need to book more than one theory test at the same time, if all your bookings are allocated to a single order number, you’ll only get one booking confirmation.</p>
<p>This confirmation will give details of all the tests and candidates that have been booked under that single order number. If you want to make multiple bookings over the phone, you’ll need to consider which email or postal address you give for receipt of the booking confirmation. Online bookings are not affected.</p>
<p><strong>Viewing, checking and printing your booking confirmation</strong></p>
<p>You can go back into the online system at any time and view your theory test booking and appointment confirmation. The system will then allow you to re-print your booking confirmation.</p>

Nearly a third of all respondents mentioned that their biggest regret was buying an unreliable car and 24% claimed their car broke down soon after they bought it. Nearly 15% of motorists regretted buying a car because they found it to be too expensive to run while 11% admitted that they paid too much for their car. Only 3% of motorists did not like the colour of the car they had bought, proving that colour choice is a key buying decision factor. 			<content:encoded><![CDATA[<p>Ministers are considering extending the proposed higher limit to a far wider range or roads than had previously been thought. A formal consultation on allowing motorists to drive at 80mph on motorways is due to be launched early in the New Year. Proposals to increase the national 70mph limit on limit on other trunk roads emerged in the Department for Transport’s proposals to cut red tape. “We have announced our intention to consult about changing the national speed limit on motorways from 70mph to 80mph,” the DfT said in the document. “We are also examining whether an 80mph should be extended on a case by case basis to some other dual carriageways.” The original proposal to push up the speed limit was put forward by Philip Hammond, the former Transport Secretary. Supporters of raising the limit believe that it would aid the economy and also reflect advances in car safety technology in recent decades. But the plans are understood to have divided ministers, with Chris Huhne, the Energy Secretary, opposing the plans because it would lead to an increase in carbon emissions. Road safety groups have also voiced concern especially with existing police guidelines allowing motorists a measure of leeway under the “10 per cent plus 2mph” formula. <li>Improving the regulation surrounding the notification process for vehicles that are not in use on the road (Statutory Off Road Notification or SORN). Once drivers have notified the DVLA that their vehicle is SORN, they will no longer have the burden of annual SORN renewal.</li>
<li>Only issuing hard-copies of V5C vehicle registration certificates for fleet operators when needed, with the potential to be rolled out to private motorists.</li>
<li>Introducing a limited exemption from drivers’ hours rules so that those who also drive as Territorial Army reservists in their own time can continue to do so.</li>
</ul>
<p>Following a vigorous process of challenge, both by the public and within Whitehall, a total of 142 road transport regulations will now be scrapped or improved.</p>
<p>Justine Greening said;</p>
<p>“Motorists shouldn’t have to keep numerous bits of paper just to prove they can drive and have bought insurance – we live in digital age and we need to embrace that.</p>
<p>“Reducing the number of rules and regulations in our life is absolutely vital to removing barriers to economic growth and increasing individual freedoms. This whole process just proves that there’s so much sitting on our statute books that at the very least needs a good spring clean or can be scrapped entirely.”</p>
<p>Business and Enterprise Minister Mark Prisk said:</p>
<p>“I&#8217;m delighted that so many motoring regulations will be scrapped or improved, particularly those that affect business.</p>
<p>“The Red Tape Challenge has built up real momentum since it was launched in April. Overall, of over 1,200 regulations considered so far, we have agreed to scrap or improve well over 50 per cent.</p>
<p>“We have already published regulations covering 12 themes, and there are 13 themes to come, so there remains huge scope for reducing the burden of regulation on business and individuals even further.”</p>
<p>Other proposed changes to road transport regulations include:</p>
<ul>
<li>Removing the need for an insurance certificate. The Department for Transport will work with the insurance industry on removing the need for motorists to have to hold an insurance certificate.</li>
<li>Abolishing the requirement for drivers to prove they have insurance when applying for tax meaning 600,000 more people will be able to tax their car online. This has been made possible by new checks of existing databases for insurance under new Continuous Insurance Enforcement rules. The DVLA’s records are compared regularly with the Motor Insurance Database (MID) to identify registered keepers of vehicles that appear to have no insurance.</li>
<li>We will look at experience in other countries on driver Certificates of Professional Competence (CPC) &#8211; the qualification for professional bus, coach and lorry drivers. In particular, to see if we could remove the need for some sectors, such as farmers who drive stock to market, from needing a CPC.</li>
<li>Local Authorities will now have to ensure business interests are properly considered as part of any future proposed Workplace Parking Levy scheme. They must show they have properly and effectively consulted local businesses, have addressed any proper concerns raised and secured support from the local business community.</li>
<li>Abolishing the regulations on the treatment of lost property on buses. Bus companies currently have to wait 48 hours before they can throw away perishable items left on the bus.</li>

			<content:encoded><![CDATA[<p>An inquiry into the soaring cost of motor insurance has been launched by the Office of Fair Trading as motorists have seen the price of their premiums rise by more than nine per cent since the start of the year. It will focus on the bill faced by insurers for repairing cars after a cash as well as providing a loan vehicle. The OFT voiced fears that insurance companies were using accidents to extract money from each other rather than competing by trying to keep the cost of premiums down. A separate investigation into the impact of personal injury claims on the cost of insurance is being carried out by the Ministry of Justice. The move by the OFT reflects mounting concern within Government at how the cost of a crash is being inflated by the “accident management” industry. 			<content:encoded><![CDATA[<p>A while back the government started switching off motorway lighting at night, to save money and helpfully reduce our carbon footprint. The switch off affects some of our busiest roads, including the M1, M2, M4, M5, M6, M27 and M54.  New research from Confused.com, said that the number one worry for drivers is not being able to see clearly, and under half surveyed said they feel less confident driving in the dark. A <a href="http://www.thepetitionsite.com/1/keep-our-motorway-lights-switched-on/" target="_blank">petition</a> has been started for those who are against the great switch off.</p>
<p><span style="color: #808080;">Switching off the lights should not pose too much of a problem for drivers, who will have to drive on a great many unlit roads  anyway. It would seem sensible to turn off some lights as the roads quieten down, then some more could be lost in the middle of the night, this way we could save money and keep roads safe.</span></p>

			<content:encoded><![CDATA[<p>Learner drivers are to be allowed to have driving lessons on motorways in an attempt to cut the death toll among novice motorists. The change, which will come into force next year, is intended to end the situation in which young drivers can be confronted with traffic driving at speeds of 70 mph or above without any preparation. Under the plans announced by Mr Penning, it will be possible for learner drivers to undergo some training on a motorway but only if accompanied by a qualified driving instructor. Addressing the Institute of Advanced Motorists, Mr Penning cited the example of his own daughter who, within minutes of having passed her test, would have been able to drive on a motorway. The change, however, will not be made compulsory because of the difficulties learner drivers in remote areas of the country would face in finding a motorway within a reasonable distance of where they lived. And every morning at 7.30am, the Welsh schoolboy pulls on the official bus driver&#8217;s jacket over his school uniform to go on a 10-mile trip around country villages. He picks up 38 children, parks the bus at the school, goes to his A-level lessons and then drives them all home again at 3.30pm. Joseff said: ‘I love driving the bus. 			<content:encoded><![CDATA[<p>Driving poses many dangers. It is important that drivers drive defensively. They need to anticipate these dangers and be ready to respond to them should they occur. Often this can keep accidents from occurring. However, in many situations, accidents are simply unavoidable. There are major types of road accidents that stem from specific causes. Knowing these can help a driver be more proactive when operating their vehicle on the road.</p>
<p>Many accidents are a result of driver error. In fact, this is the number one reason for accidents. Driver error refers to any sort of mistake the drive makes while on the road. For instance, they might underestimate a braking distance. They may also fail to check their blind spots. Tailgating is another driver error that can result in rear end collisions. Given the fact that driver error is responsible for more road accidents, it further emphasizes the importance of defensive driving.</p>
<p>Speeding or reckless driving can also result in other types of road accidents. Many drivers simply do not observe speed limits. These limits are set with safety in mind. Whenever they are exceeded, the driver is asking for potential problems. For every increase in the speed of a vehicle, the greater the chance that a road accident will occur.</p>
<p>Another type of road accident involves drunk driving. The accident occurs as a result of the driver’s blood alcohol level. This creates impaired judgment on the part of the driver. Some drivers may also be under the influence of other mind altering substances.</p>
<p>Road accidents can also be due to malfunctions within the vehicle itself. For example, brake failure can cause a car to be unable to stop or slow down. This creates the potential for a collision with another vehicle or stationary object on the roadside. Sometimes tires can fall apart which leads to a road accident.</p>
<p>Whiplash is a common injury after a car accident. But &#8211; rather distressingly for responsible drivers &#8211; half the people killed aren&#8217;t the drivers who drove past the red signal. Now MIT researchers have developed an algorithm that can &#8216;detect&#8217; drivers who&#8217;re likely to drive straight across a red light &#8211; before they do so. The monitor &#8216;watches&#8217; deceleration and distance from a light &#8211; and &#8216;guesses&#8217; which cars are likely to break the Highway Code. The level of theft tends to follow the price of copper and other metals on world markets.&#8221; Recent incidents have seen street lighting cable plundered on major roads, causing sudden blackouts, such as on the A63, which links the M1 and the centre of Leeds in recent weeks. According to West Yorkshire police cable worth more than £200,000 has been stolen with the outer casing being stripped off and sold on. That rises to 23% among women. Retailers will be further hit by the 23% who will abandon or delay spending on household goods, home improvements and luxury items. That rises to more than a third among those aged 18 to 34 years, the group looking to set up home and start families. The hardest hit will be young drivers aged 18 to 24, with 28% cutting back on groceries and 36% who will ditch plans to buy furniture, home entertainment and other household goods in the near future. AA members in Wales look set to suffer most with 22% cutting back on groceries and 27% on household and luxury goods. They are followed closely by drivers in the East Midlands, respectively 21% and 25%. Ron Main, and George Poteet&#8217;s amazing &#8216;Speed Demon&#8217; car uses a five-litre 2,200 horsepower V8 engine that propels the car faster than some jet aircraft. But despite breaking record Mr Main and driver Mr Poteet said they want to push the car even further, setting their new target at 500mph. Mr Main and his team worked on the project in their Californian workshop before Mr Poteet took the Speed Demon to the incredible limit. 			<content:encoded><![CDATA[<p>The locations of charging points for plug-in vehicles are to be systematically mapped across the country to make it easier for motorists to go electric, Transport Minister Norman Baker and Business Minister Mark Prisk announced today. The National Chargepoint Registry, to be developed by POD Point – a UK-based chargepoint manufacturer &#8211; will be a publicly-accessible database of chargepoints across the UK. Alongside this, a new system – the Central Whitelist &#8211; will be created to make it easier for motorists to access each chargepoint without having to sign up to new schemes each time they charge in a different location. Norman Baker said: “We know there is public appetite out there for plug-in vehicles and as government we’re doing everything possible to make them a real option for both motorists and industry. “This Registry will get us away from the mind-set of; will I, won’t I get there? And I’m sure that public and private chargepoint owners alike will get behind the initiative because the more information we have up there the more motorists will be encouraged to make the switch to electric. “The Central Whitelist offers charging scheme operators a really straightforward way to share membership card details – it will enable their members to access chargepoints outside their ‘home’ charging scheme. <p>Proposals to modernise the Drink-Drive Rehabilitation Scheme (DDRS) were announced today by the Driving Standards Agency.</p>

<p>These aim to improve both the standard of courses offered to drink-driving offenders and the way they are approved. The proposals are also intended to encourage more training providers to become involved in delivering DDRS courses, improving access to the scheme for offenders in areas with high incidences of drink-driving.</p>
<p>The Government also intends to make the financing of the scheme fairer. Rather than the cost of administering the scheme being met by the general taxpayer, the consultation proposes that offenders should pick up the bill for this through the fees they pay to cover the cost of their training.</p>
<p>The overall aim is to reduce the number of re-offenders by educating them on the potential consequences of their behaviour.</p>
<p>Road Safety Minister Mike Penning said:</p>
<p>&#8220;Most drivers are safe and responsible but there is a reckless minority who put lives in danger by drink driving and those drivers need to be tackled effectively.</p>
<p>&#8220;As well as taking action to help the police to deal with drink-drivers, we are looking at how we can reduce the likelihood of re-offending through improving the Drink-Drive Rehabilitation Scheme.</p>
<p>&#8220;Improving the way courses are delivered is a positive step towards achieving this and will help to ensure Britain&#8217;s roads remain among the safest in the world.&#8221;</p>
<p>The Government&#8217;s Strategic Framework for Road Safety sets out a commitment to improve the enforcement of drink driving legislation by making DDRS courses mandatory for disqualified drink-drivers. The measures proposed in the consultation are the first step in that process.</p>
