<p>The Government announced plans today to crack down on those who drive while under the influence of drugs.</p>

<p>Legislation unveiled in the Queen’s Speech will create a specific drug driving offence. Currently police have to demonstrate that driving had been impaired by drugs in order to prosecute.</p>
<p>Under the proposed legislation it will automatically be an offence to drive a motor vehicle if you have certain controlled drugs in your body in excess of specified limits. This will make it much easier for police to take action against drug drivers.</p>
<p>Devices to screen for drugs in the body are expected to receive type approval from the Home Office by the end of the year.</p>
<p>Road Safety Minister Mike Penning said:</p>
<p>“Drug drivers are a deadly menace – they must be stopped and that is exactly what I intend to do.</p>
<p>“The new offence sends out a clear message that if you drive whilst under the influence of drugs you will not get away with it.</p>
<p>“We have an enviable record on road safety in this country and I want to keep it that way. This measure will help to rid our roads of the irresponsible minority who risk the lives of innocent motorists and pedestrians.”</p>
<p>An independent review of drink and drug driving law in 2010 recommended that a new specified limit offence should be developed. The exact drugs covered by the offence and the specified limits for each will be determined following advice from an expert panel and a public consultation.</p>
<p>Earlier this year the Department for Transport announced the formation of the panel and today is confirming the membership. It includes experts in the field of alcohol and drug misuse and will also work with officials from the Home Office, Ministry of Justice and Department of Health.</p>
<p>The penalty for the new offence will be a maximum of 6 months imprisonment and/or a fine of up to £5,000, and an automatic driving ban of at least 12 months.</p>

			<content:encoded><![CDATA[<p>The Prime Minister is intending to change the law so those convicted of drug driving could soon face up to £5000 fine, a minimum of 12 months driving ban, and even a jail term of up to 6 months.  &#8221;Drug drivers are a deadly menace &#8211; they must be stopped and that is exactly what I intend to do,&#8221; he said. The new offence sends out a clear message that if you drive whilst under the influence of drugs you will not get away with it.&#8221; The Police will use new drug detection machines that will be approved for use next year.</p>
<p><span style="color: #999999;">Would be a very sensible change, if and when the detection methods are proved to be effective. Driving under the influence of drugs, is a real problem to road safety and needs to be taken as seriously as drink driving has been for many years.</span></p>

			<content:encoded><![CDATA[<p>New proposals are soon to be announced by the government to tackle the problem of motorists driving under the impairment of prescription drugs. There is a big concern over the abuse sleeping tablets, pain killers and other drugs readily available over the counter. Studies by the Transport Research Laboratory found that drug impairments were present in quarter of fatal road accidents, so it is an issue that needs to be addressed to keep the roads safer.</p>
<p><span style="color: #999999;">Definitely a big concern on the roads. There needs to be clear education on the problems of taking drugs of any kind before driving, so motorists understand the risks, and allowing them to make a correct judgement of whether to drive or not. This needs to be backed up with proper roadside testing, as with the drink driving laws.</span></p>

<p>Motorists are set for improvements in customer service from garages under a package of transparency and value-for-money measures unveiled today by Transport Secretary Justine Greening.</p>
<p>An evaluation of existing MOT test standards and frequency took account of the views and evidence offered by a wide range of organisations.</p>
<p>In particular, it considered data from Department for Transport executive agency VOSA (Vehicle and Operator Services Agency) showing that more than a quarter (27.7 per cent) of vehicles tested in 2010-2011 had one or more car defects that were either missed by MOT test centres or incorrectly assessed.</p>
<p>The VOSA data also showed that the roadworthiness of one-in-eight cars (12.4 per cent) was being incorrectly assessed by MOT test centres.</p>
<p>As a result, the government will work with industry, motoring organisations and consumer groups to focus on the reliability and standards of garages. The government has decided to:</p>
<ul>
<li>Retain the existing rules on MOT test frequency since the evidence shows that vehicle defects are being missed and roadworthiness mis-assessed.</li>
<li>Shine a light on the performance of MOT testing stations by releasing hitherto unpublished VOSA survey data on whether the sector is complying with test standards. This is published today.</li>
<li>Work with motoring organisations to find out what problems motorists experience and enable them to share examples of good customer service – in particular to find ways to make it easier for customers to give feedback on their experiences of garages in a way that others can see – potentially in the manner of existing online hotel and restaurant review websites.</li>
<li>Encourage the take up of industry codes of practice – and expand them to include MOT testing – so that customers can find garages signed up to schemes delivering the highest standards and take action if they have not received the service they expect.</li>
<li>Help motorists to spot &#8216;clocked&#8217; second hand vehicles, by changing MOT certificates so that they carry the last three years’ mileage information as well as the mileage on the day of the test, and encourage car buyers to check full MOT histories using the online MOT database.</li>
<li>Arrange &#8216;mystery shopper&#8217; tests to help improve performance in addition to those already carried out by VOSA.</li>
</ul>
<p>Justine Greening said:</p>
<p>&#8220;Our garages are crucial to ensuring that Britain’s roads continue to be among the safest in the world. Most are doing good work but the latest data shows that there is room for improvement.</p>
<p>&#8220;I want each motorist to be confident that a visit to the garage ends with their car repaired to a high standard by reputable mechanics rather than uncertainty about cost and the quality of service.</p>
<p>&#8220;Giving drivers the very best information about garage performance is absolutely key to achieving this goal. It means that responsible garages will be well placed to reap the commercial benefits of transparency. Garages where performance is not up to scratch will find themselves under pressure to do more for their customers.&#8221;</p>

<p>Tough new measures to crack down on drivers who abuse the disabled parking system &#8211; including a new Blue Badge design which is harder to forge &#8211; will come into force on 1 January, Transport Minister Norman Baker said today.</p>
<p>Previously, Blue Badges were made from card and handwritten but from the New Year disabled drivers will be able to apply for an electronically printed badge, much like a driving licence. The new badge will have security features such as a unique hologram, digital photo and serial number allowing parking attendants to check for genuine badges more easily through the windscreen.</p>
<p>Blue Badge fraud is estimated to cost the UK £46 million a year and it is generally accepted that reform is urgently needed. The new badge is part of a wider crackdown on misuse of the scheme to ensure disabled parking spaces can only be used by those most in need.</p>
<p>Other measures include:</p>
<p>* shared administration between authorities resulting in faster renewals, less abuse and operational efficiency savings of up to £20 million a year;</p>
<p>* better customer service for badge holders, including being able to apply for and renew badges online using Directgov, as well as access to a new national helpline number. From April 2012 customers will also be able to report lost and stolen badges online;</p>
<p>* wider use of independent mobility assessments to determine eligibility. To support this local authorities will now have control of National Health Service spend on Blue Badge assessments; and</p>
<p>* extending the scheme to more disabled children under three years of age and severely disabled Armed Forces personnel and veterans; and removing residency requirements for disabled service personnel and their families who are posted overseas on UK bases.</p>
<p>Transport Minister, Norman Baker, said:</p>
<p>&#8220;Motorists who pretend to be disabled to get some free parking are frankly disgraceful. They prevent real Blue Badge holders from using parking bays designed for those genuinely in need and they cheat the vast majority of road users who play fair when they park their cars.</p>
<p>&#8220;Our new Blue Badge will be as secure as a banknote and anyone thinking of faking it can forget it. We are also tightening up on enforcement and eligibility so there will be no way to scam the system.&#8221;</p>
<p>Blue Badges provide a vital lifeline to more than 2.5 million disabled people every year by prioritising key parking spaces close to important services. However, increasing levels of badge fraud have meant those spaces are often full.</p>
<p>Earlier this year, the Government announced the most comprehensive changes to the Blue Badge Scheme for 40 years. The launch of the new badge is the last stage in a raft of measures which have begun to come into force since April.</p>
<p>Helen Dolphin, Director of Policy and Campaigns at Disabled Motoring UK, said:</p>
<p>&#8220;After years of campaigning for improvements to the Blue Badge Scheme, I’m delighted that changes that make the scheme fit for the 21st century have been introduced. The new badge design will stop badges being so easily forged and new guidance to local authorities will make the issuing of badges fairer. The Blue Badge is a fantastic scheme and all these changes will help ensure the scheme will only benefit those it was intended for.&#8221;</p>

			<content:encoded><![CDATA[<p>Drivers are to be released from reams of red tape currently required by government, Transport Secretary Justine Greening announced today.</p>
<p>As a result of the Road Transport Red Tape Challenge – the government wide process to get rid of unnecessary, burdensome and overcomplicated regulation &#8211; the Department for Transport is:</p>
<ul>
<li>Scrapping the regulation requiring motorists to hold a paper counterpart to their driving licence by 2015 – saving drivers up to £8m.</li>
<li>Improving the regulation surrounding the notification process for vehicles that are not in use on the road (Statutory Off Road Notification or SORN). Once drivers have notified the DVLA that their vehicle is SORN, they will no longer have the burden of annual SORN renewal.</li>
<li>Only issuing hard-copies of V5C vehicle registration certificates for fleet operators when needed, with the potential to be rolled out to private motorists.</li>
<li>Introducing a limited exemption from drivers’ hours rules so that those who also drive as Territorial Army reservists in their own time can continue to do so.</li>
</ul>
<p>Following a vigorous process of challenge, both by the public and within Whitehall, a total of 142 road transport regulations will now be scrapped or improved.</p>
<p>Justine Greening said;</p>
<p>“Motorists shouldn’t have to keep numerous bits of paper just to prove they can drive and have bought insurance – we live in digital age and we need to embrace that.</p>
<p>“Reducing the number of rules and regulations in our life is absolutely vital to removing barriers to economic growth and increasing individual freedoms. This whole process just proves that there’s so much sitting on our statute books that at the very least needs a good spring clean or can be scrapped entirely.”</p>
<p>Business and Enterprise Minister Mark Prisk said:</p>
<p>“I&#8217;m delighted that so many motoring regulations will be scrapped or improved, particularly those that affect business.</p>
<p>“The Red Tape Challenge has built up real momentum since it was launched in April. Overall, of over 1,200 regulations considered so far, we have agreed to scrap or improve well over 50 per cent.</p>
<p>“We have already published regulations covering 12 themes, and there are 13 themes to come, so there remains huge scope for reducing the burden of regulation on business and individuals even further.”</p>
<p>Other proposed changes to road transport regulations include:</p>
<ul>
<li>Removing the need for an insurance certificate. The Department for Transport will work with the insurance industry on removing the need for motorists to have to hold an insurance certificate.</li>
<li>Abolishing the requirement for drivers to prove they have insurance when applying for tax meaning 600,000 more people will be able to tax their car online. This has been made possible by new checks of existing databases for insurance under new Continuous Insurance Enforcement rules. The DVLA’s records are compared regularly with the Motor Insurance Database (MID) to identify registered keepers of vehicles that appear to have no insurance.</li>
<li>We will look at experience in other countries on driver Certificates of Professional Competence (CPC) &#8211; the qualification for professional bus, coach and lorry drivers. In particular, to see if we could remove the need for some sectors, such as farmers who drive stock to market, from needing a CPC.</li>
<li>Local Authorities will now have to ensure business interests are properly considered as part of any future proposed Workplace Parking Levy scheme. They must show they have properly and effectively consulted local businesses, have addressed any proper concerns raised and secured support from the local business community.</li>
<li>Abolishing the regulations on the treatment of lost property on buses. Bus companies currently have to wait 48 hours before they can throw away perishable items left on the bus.</li>

			<content:encoded><![CDATA[<p>Dangerous drivers who seriously injure others could spend longer in jail thanks to a new criminal offence, Justice Secretary Kenneth Clarke announced today.</p>
<p>The new offence of &#8216;causing serious injury by dangerous driving&#8217; will carry a maximum sentence of five years in prison and allow the courts to impose tougher punishments on dangerous drivers who devastate the lives of others.</p>
<p>The changes will be taken forward as part of the Government&#8217;s Legal Aid, Sentencing and Punishment of Offenders Bill.</p>
<p>For the vast majority of other dangerous driving cases, the maximum penalty of two years&#8217; imprisonment provides the courts with sufficient and proportionate powers to punish offenders.</p>
<p><strong>Justice Secretary Kenneth Clarke said:</strong></p>
<p>&#8220;Dangerous driving can destroy lives and have a devastating effect on victims and their families and friends.</p>
<p>&#8220;We have listened to the victims of dangerous drivers, their families, MPs, judges and road safety groups and their experiences have directly informed these changes.</p>
<p>&#8220;Making our roads safer is a priority &#8211; five people died on our roads each day last year, so we need to do everything we can to further improve safety.&#8221;</p>
<p><strong>Ellen Booth, Brake senior campaigns officer said:</strong></p>
<p>&#8220;Brake wholeheartedly welcomes this new offence which will help to provide justice to families whose lives have been ripped apart by dangerous drivers.</p>
<p>&#8220;As a charity that supports bereaved and seriously injured victims of road crashes, we repeatedly see victims&#8217; families being grossly let down by the justice system, which only adds to the terrible trauma they must endure.</p>
<p>&#8220;This new offence finally means that serious injury is recognised within the title of the offence, and this recognition is vitally important to victims and their families. It also means that dangerous drivers who inflict serious injuries can expect to see higher sentences to better reflect the terrible trauma and injuries they have caused.&#8221;</p>
<p><strong>Road Safety Minister Mike Penning said:</strong></p>
<p>&#8220;The vast majority of motorists are safe and responsible but the wilfully reckless minority who put lives in danger must face serious penalties.</p>
<p>&#8220;We are taking action to help the police tackle drink and drug driving, as well as to crack down on uninsured and dangerous drivers, and this new offence will mean the courts can properly punish those who inflict serious injuries.</p>
<p>&#8220;These measures &#8211; together with improved educational courses for drivers who need to improve their skills &#8211; will help ensure Britain&#8217;s roads remain among the safest in the world.&#8221;</p>
<p><strong>Andrew Howard, Head of Road Safety at the AA said:</strong></p>
<p>&#8220;Dangerous drivers who do so wilfully choose to take risks and should face the consequences of their actions.</p>
<p>&#8220;These law changes should make sentences more proportionate to the devastation dangerous driving causes and should also deter people from driving badly.&#8221;</p>

			<content:encoded><![CDATA[<p>The European Parliament has given the go ahead for a new plan which will see drivers prosecuted for serious traffic offences they commit outside their countries. Under the plans, EU nations will share information including car registration details to catch offenders even if they have returned home after committing a traffic offence abroad. According to official figures, 15% of all speeding offences on European roads are by foreign drivers even though they constitute just 5% of the total traffic. Besides speeding, the scheme will also crack down on foreign motorists who drink-drive, fail to wear seatbelts or ignore traffic signals. 			<content:encoded><![CDATA[<p>Full information about speed cameras will be published by local authorities and the police for the first time, Road Safety Minister Mike Penning announced today. Figures showing the numbers of accidents and casualties at camera sites &#8211; both before and after cameras were installed &#8211; will be published by local authorities.  And police forces will publish the number of speeding prosecutions arising from each camera in their area, as well as force-wide information about whether offenders are fined, complete a speed awareness course or are taken to court.  Mike Penning said:  &#8220;We want to improve accountability and make sure that the public are able to make informed judgements about the decisions made on their behalf. So if taxpayers&#8217; money is being spent on speed cameras then it is right that information about their effectiveness is available to the public.  &#8220;That is why we want full details of accidents and casualties at camera sites, along with the number of offences arising from each camera, to be easily accessible. This will help to show what impact cameras are having on road safety and also how the police are dealing with offenders.&#8221;  English highway authorities are required to either publish or ensure publication of site by site casualty, collision and speed information for permanent fixed camera sites as soon as practical, and should provide the website address to the Department by 20th July.   The information should usually include annual collision and casualty data back to 1990 for the numbers of killed and seriously injured people and for all personal injuries. Local authorities which support camera enforcement financially should also ensure that a deployment strategy is published.   The Department will set up a central hub providing links to local websites where the information is published.   The Highways Agency will publish site by site casualty, collision and speed information for permanent fixed camera sites on its network or provide links to where such sites are being included in what local authorities are publishing.  Police forces are to publish the number of prosecutions arising from each permanent or long term temporary fixed camera site in their area each year, along with the total number of offences recorded by all cameras and the total numbers of offenders given a fixed penalty notice, or taken to court and the numbers of people opting to complete speed awareness courses. <a href="http://nds.coi.gov.uk/content/detail.aspx?NewsAreaId=2&#038;ReleaseID=420111&#038;SubjectId=2" target="_blank">More</a></p>

			<content:encoded><![CDATA[<p>Self-driving cars designed by Google will soon be a reality on the roads of Nevada. State legislators have passed a bill that requires the Nevada Department of Motor Vehicles to draw up rules for driver-less vehicles. Assembly Bill No 511 paves the way for Google&#8217;s automated Toyota Priuses and Audi TT to be operated legally in the Silver State.  The hybrid vehicles use laser range finders and video cameras to detect traffic, and detailed maps to find their way from point to point. &#8216;Drivers&#8217; simply set their destination and the car calculates the route and drives itself there. The first amendment, which was passed last week, relates to an electric-vehicle bill providing for the licensing and testing of autonomous vehicles. The second amendment, which has yet to be passed, is for an exemption that would permit sending a text message while &#8216;behind the wheel&#8217;.   Google had hired Las Vegas-based lobbysit David Goldwater to promote its proposed legislation. In April, Mr Goldwater told lawmakers that the self-driving cars are safer than those driven by humans and are more fuel efficient. Google ran into controversy last year after it emerged staff had been testing the driver-less car on California&#8217;s roads.  The vehicles logged more than 140,000 miles around the state &#8211; almost all of them on auto-pilot. 			<content:encoded><![CDATA[<p>Plans to improve road safety education while taking tough action against the small minority of dangerous drivers were set out by Transport Secretary Philip Hammond today. Careless driving will be made a fixed penalty offence to allow the police more effectively to tackle reckless driving that puts other road users in danger, while disqualified drivers face having to take a new test before regaining their licence.  There will also be more educational courses that can be offered in place of a fixed penalty and points in appropriate cases as well as a new post-test qualification for novice drivers, under plans set out in the new Strategic Framework for Road Safety.  And as new analysis shows, 3,500 deaths and serious injuries could have been prevented in a year if the successes of better local authorities and police forces had been matched across the country. Local people will be given the information they need to have a real say in road safety priorities on their local roads. Although the official limit on major roads remains at 70, drivers caught exceeding it by as much as 16mph will be allowed to keep a clean licence by agreeing to go on a speed awareness course which costs them around £100.   The money raised will be used to fund more speed cameras or reactivate decommissioned ones.    Thirty-seven out of 44 police forces have signed up to the scheme so far, and last week Oxfordshire became the first county to put it into action.   But critics say the framework is simply creating a new speed cash-cow industry and allowing motorists to break the law. 			<content:encoded><![CDATA[<p>A package of measures to tackle drink and drug driving was announced today by Transport Secretary Philip Hammond. Improved testing equipment to detect drink and drug drivers will be given the green light and key changes made to streamline enforcement of both offences.  The Government will also examine the case for a new specific drug driving offence – alongside the existing one – which would remove the need for the police to prove impairment on a case-by-case basis where a specified drug has been detected.  The measures are set out in the Government’s response to the North Report on Drink and Drug Driving, which was published last year.  The prescribed alcohol limit for driving will not be changed, with the focus instead on improving enforcement and education to tackle the drink and drug drivers who put lives at risk.   Philip Hammond said:  “Drink and drug driving are serious offences and we are determined to ensure they are detected and punished effectively.   “It is just as dangerous to drive impaired by drugs as alcohol so we need to send a clear message that drug drivers are as likely to be caught as drink drivers and that drug driving is as socially unacceptable as drink driving has become. 			<content:encoded><![CDATA[<p>Local authorities will be given greater control over how their roads appear on maps and satnav systems &#8211; helping them to better direct traffic &#8211; under bureaucracy-cutting proposals set out today by Local and Regional Transport Minister Norman Baker.  At present, if a council wants to change the classification of one of its roads &#8211; for example downgrading an A road to a B road &#8211; it has to be approved by the Department for Transport.  The Government proposes devolving decision making to councils as they are best-placed to decide the classification of local roads. This would help them make clear to drivers which roads are most suitable for through-journeys, potentially reducing congestion on local routes.  Norman Baker said:  &#8220;The current system dates back to the 1960s and is a hangover from the days of Whitehall-knows-best. I believe in giving power to local people. This reform will cut red tape and mean councils can better control traffic in their area.  &#8220;They can ensure A roads are placed where they want traffic to run, and can lower the category of road in places they want traffic to avoid. By making it less onerous for councils to ensure road classification better reflects conditions on the ground, journeys will be easier to navigate.  &#8220;We are also using this as an opportunity to invite new ideas of tackling some of the problems caused by satnavs, for example lorries being directed down unsuitable roads. We want to hear suggestions as to how the current system could be improved &#8211; and how councils could better work with satnav companies.&#8221;  Under the new system, councils will have control over road classification decisions in their area &#8211; including which roads should be used as primary routes &#8211; with no requirement to get approval from the DfT. The Department will only deal with contentious cases where there are serious disagreements about a council&#8217;s decision.  Local authorities will be required to send a formal record of any changes to its road network to DfT but reporting will be streamlined &#8211; with the current eight forms replaced with one.  As part of the move to open up Government, for the first time policy about the road network and classification will be made available to the public. This will help motorists and communities to hold central and local government to account for their decisions.  This will also include our policies on detrunking and trunking &#8211; the process by which a local authority takes over a road from the Highways Agency (or vice versa). This will help explain why some roads are run nationally, and where they could be run locally. The ban, which will be introduced in the new Freedom Bill in November, will stop wheel clamping firms in England and Wales from being able to clamp vehicles parked on private land. 			<content:encoded><![CDATA[<p>New guidance to make sure that companies who dig up the road replace it properly &#8211; reducing the risk of potholes forming &#8211; was published today by Transport Minister Sadiq Khan. It is estimated that poorly replaced road surfaces mean there are around 90,000 remedial works each year, adding inconvenience to motorists, cyclists and pedestrians. The revised Code of Practice published today sets out new methods to provide better quality road surfaces, reducing the chances of potholes developing as well as cutting down the risk that the road will have to replaced a second time. Today&#8217;s announcement is part of a package of measures set out by the Government over the last nine months to reduce disruption caused by road works. These include proposals to increase by tenfold the charges for companies whose works overrun, to improve signage and protection of sites and for a tougher street works inspection regime. In addition, the Department has introduced more rigorous testing and training for those who dig up the road as well as approving the first two street works permit schemes &#8211; to help councils coordinate and manage works on their roads &#8211; and publishing guidance to help other councils put these schemes in place. Sadiq Khan said: &#8220;Since becoming Transport Minister last year I have made tackling disruption caused by road works a priority. 			<content:encoded><![CDATA[<p>A new law to keep disqualified drivers off UK and Irish roads comes into force today. As a result of a groundbreaking agreement between the British, Irish and Northern Ireland Ministers, UK drivers disqualified for serious motoring offences in Ireland will no longer escape punishment when they return home. Similarly, disqualifications earned by Irish drivers while in the UK will be recognised and enforced when they return to Ireland. Road Safety Minister Paul Clark said: “We’ve cut the number of deaths and serious injuries on our roads by 40% since the mid-1990s – that’s more than 19,000 fewer deaths or serious injuries in a year and means we now have some of the safest roads in the world. “But we need to continue to work to make our roads even safer and if a UK driver commits a serious offence while in Ireland it is right that their ban should still apply when they return home. “From today this new law will ensure that disqualified drivers are not able to escape their punishment and so keep dangerous drivers off the roads.” The new law is the first practical step to recognise driving disqualifications in Europe under the terms of the 1998 European Convention on driving disqualifications. <a href="http://nds.coi.gov.uk/Content/detail.aspx?NewsAreaId=2&#038;ReleaseID=410633&#038;SubjectId=2tax'" target="_blank">More</a></p>

The government has approved the Spec3 cameras and plans to roll them out in 2010 with the aim of enforcing a 20mph speed limit in urban areas. Camden, Southwark and Waltham Forrest will be among eight London boroughs to pioneer the cameras. Along with Norwich and York, they will also follow Portsmouth and introduce a blanket 20mph limit on all residential roads. Research carried out by the Department for Transport in London claims that cutting the speed limit to 20mph makes these areas much safer for road users. According to the research, only one in forty pedestrians dies when hit at 20mph compared with one in five hit at 30mph. 			<content:encoded><![CDATA[<p>Cowboy clampers could be jailed for five years if they flout strict rules unveiled today. In a huge victory for the Daily Mail, ministers have decided that clampers operating on private land must be threatened with prison if they are to be finally brought into line. The cost of removing a clamp will also be slashed after the Government agreed to implement every aspect of our Curb the Cowboy Clampers manifesto, including giving drivers an independent right of appeal. It follows massive support for this newspaper&#8217;s demand for the regulation of the &#8216;legalised mugging&#8217; industry, currently worth £1billion a year. Clampers will face a tough Security Industry Authority licensing regime, backed by a new code of conduct. It will fix maximum fines for having a clamp removed at as little as £40 outside London, and £70 in the capital. The towing away of vehicles within minutes being clamped will be barred. A maximum charge for recovering a towed car will be fixed at around £105 outside London, or £200 within. Currently, total charges can top £500. The Government is also looking to give motorists the right of appeal against private charges after they have been imposed. One option would be to set up an independent tribunal, similar to that which enables drivers to challenge council-enforced tickets.
