			<content:encoded><![CDATA[<p>Figures recently released showed that 353,000 cars failed their first MOT test in the year October 2010 and September 2011, which is about an 80% passing rate. The most common reasons for failing were lighting and signalling. Additionally tyres, headlight aim and issues with the driver&#8217;s view of the road were problems during the test.</p>
<p><span style="color: #999999;">Amazing so many would fail their first test, when they might not have covered an excessive mileage. Shows that the government were wise recently not to extend the time period for the first MOT to fours years duration.</span></p>

			<content:encoded><![CDATA[<p>Research from LV insurance has shown that 71% of  motorists cannot name the speed limit on a rural road, single carriageway, dual carriageway, motorway or a road in a built up area. Not surprisingly nearly 10% of drivers have been caught speeding in the last three years, with a staggering £41million being collected in speeding fines last year alone!</p>
<p><strong>John O’Roarke</strong>, managing director of LV= car insurance, said &#8220;It is alarming that so many motorists cannot correctly identify the legal speed limit on UK roads when tested. If a driver is caught exceeding the limit by just a few mph, they can still be fined and given penalty points. The police data shows that more speeding motorists are being caught each year and drivers should take care to know their limits to avoid a fine, penalty points or worse.&#8221;</p>
<p><span style="color: #c0c0c0;">Are all speeding drivers simply not  aware of the limits, or could they just not be bothered to follow the limits?</span></p>

			<content:encoded><![CDATA[<p>Figures released by the DSA have shown that in 2011 over 40,000 women failed their driving tests for lack of control while reverse parking, compared with just under 19,000 men struggling on the same exercise.</p>
<p><span style="color: #999999;">For years men have appeared to have the bragging rights for parking cars, and seemingly  last year on driving tests it appears to be true. It has been said in the past, that males are generally better at sizing up angles when reversing, whilst females have greater skills in other areas. But when it comes to driving tests, if the candidate knows a pattern/method to reverse park and gets enough practice and guidance from an instructor on driving lessons, the exercise shouldn&#8217;t be a problem on the test and afterwards as well.</span></p>

			<content:encoded><![CDATA[<p>News from the Insurer Admiral shows that drivers are more likely to have convictions or claims in the first year of driving than when learning to drive. They studied data from over a million quotes, and new drivers were three times more likely to make a claim than learners. Dave Halliday, Admiral acting managing director, said, “These statistics make worrying reading. It’s exciting to be out on the open road on your own once you’ve passed your test, however, new drivers mustn’t forget they’re inexperienced and although they now have a full licence, it certainly doesn’t make them expert drivers. When learning, you’re under supervision, so have your mistakes pointed out to you, but the ability to drive independently means confidence can soar, particularly with peer pressure when a new driver is carrying passengers. New drivers also need to remember that if they build up six or more penalty points within two years of passing their test, their licence is taken off them and they go back to being a learner.”</p>
<p><span style="color: #c0c0c0;">So why are new drivers more at risk? It is because they do not know the road or how to control a vehicle? Possibly not, as the test is unlikely to be passed if this was true. Or is it down to lack of concentration or application to the roads? If everyone drove throughout their life with the same attitude as they do on driving tests the amount of crashes and convictions would be minimal. Perhaps more  needs to done to educate new drivers, or even introduce compulsory post-test training and additional testing.</span></p>

			<content:encoded><![CDATA[<p>The number of drivers over the age of 80 has now topped one million according to information obtained by the IAM following a freedom of information request to the DVLA at the end of January. DVLA figures show that there are now 1,012,399 drivers over 80. There are also 122 licence holders over the age of 100, including three 105 year olds, and one 106 year old woman.</p>
<p>The age gap between the youngest driving license holder and the oldest is 90 years. But contrary to common assumptions, drivers in their eighties are not dangerous. The figures show that they are in fact much safer than their more youthful counterparts. The rate of deaths and serious injuries in crashes among drivers over 80 is three times less than the rate for those aged 17-19. In 2010 almost one young driver aged 17-19 was killed or seriously injured per thousand licence holders. The rate of deaths and serious injuries in crashes among car drivers aged 20 to 24 is 36.4 per cent more than the rate for drivers aged 80 or over.</p>
<p>However, drivers over the age of 80 are more likely to suffer serious injuries in a car crash due to their frailty. IAM chief executive Simon Best said: “Older people need their cars which give them better mobility and access to more activities and services. Those who wish to continue driving beyond the age of 70 should only be prevented from doing so if there are compelling reasons. Rather than seeking to prevent older people from driving, we should make them more aware of the risks they face, and offer them driving assessments to help them eliminate bad habits. Driving helps older people play a full and active part in society.” The number of older drivers will continue to rise as the Office of National Statistics predicts that there will be 8.7million people over the age of 75 by 2033. This will represent a increase of 81.1 per cent of over 75 year-olds since 2008 &#8211; some 4.8 million people.</p>

The rise could be attributed to the increasing use of social networking sites, and lack of regard to the law, when drivers are unlikely to get caught, so deem mobile phone use acceptable.</p>
<p><span style="color: #808080;">Drivers need to be educated more to the risks that mobile phones have on safe driving, as only a small distraction can lead to major incidents developing. This needs to be enforced on the roads, as drivers flout the law at present, as there is a limited chance of being caught.</span></p>

			<content:encoded><![CDATA[<p>It has been reported by Accident Exchange, that more than 500 reversing accidents occur each year, adding up to £409 million of damage during the year. Reversing accidents account for 8% of accidents in the UK, and are mainly due to the at fault driver reversing into a stationary vehicle, or out of a driveway.</p>
<p><span style="color: #808080;">A high number of incidents, that could easily be avoided by checking for other vehicles behind you <span style="color: #333333;"><strong>before</strong></span> reversing.  Another way to lesson problems is to reverse into spaces or driveways, so that reversing at the start of a journey is kept to a minimum.</span></p>

			<content:encoded><![CDATA[<p>Around the world we see many areas where there is a much tougher stance on driving under the influence of drugs, both prescription and social. An expert panel is to advise the government, on whether it is possible to introduce maximum levels for drugs, similar to what is currently in place for alcohol.  Saliva-based drug testing kits are currently being considered for use by police like a breathalyser.</p>
<p><span style="color: #808080;">This is a very under-estimated problem on the roads, as amounts of any type of drugs can cause massive impairments to drivers judgements, and therefore road safety. Surely a combination of driver education to the risks and potential dangers of all types of drugs would be a start. Then backed up by tougher rules and testing as required.</span></p>

			<content:encoded><![CDATA[<p>New data shows drink-drive accidents in the UK are falling but the proportion of ‘morning after’ drink drive accidentshas reached an all-time high, calling for extra diligence during the Christmas Party Season. ‘Morning after’ drink driving occurs when someone unintentionally drink drives the following day after drinking, unaware they still have alcohol in their system and may well be over the drink drive limit. Analysis of the latest official Drink-Drive statistics by AlcoSense Breathalysers show in the past decade there has been a nearly 60% increase in the proportion of morning after ‘drink drive’ accidents.18.2% of all accidents caused by drink driving in 2010 occurred between 5am, when shift workers and early starters would be driving to work, and 1pm. This compares with only 11.4% in 2000; and only 6.9% in 1990. New Department of Transport statistics reveal there have been 940 deaths on British roads during the first six months of 2011, which is a 6.7 per cent increase on the 881 killed during the same period last year. Casualties among child pedestrians and cyclists showed an increase of three and five percent during the same spell. The figures have been released as the government reviews national road safety with a view to increasing the current 70mph motorway limit to 80mph. It is understood that there is broad agreement within the Coalition and among civil servants for upping the national motorway speed limit by ten miles an hour, with the only the timing of the announcement left to be decided. 			<content:encoded><![CDATA[<p>Researchers have found that people instinctively attach human personality traits to cars, saying that cars with wide radiator grilles and narrow headlights are dominant and aggressive, while those with large windscreens have childish and happy &#8220;faces&#8221;. The findings may provide some insight into why drivers react in different ways to the cars around them and why some vehicles invoke strong reactions. Specific cars were also singled out having particular traits that relate to personality. The Chrysler Crossfire, BMW 645ci and VW Sharan were rated amongst the angriest cars, while the Diahatsu Cuore, a small Japanese-built hatchback, was found to be the saddest. Cars made by German luxury manufacturer Maybach were seen as being the most dominant alongside the BMW 3, BMW 5 and BMW 645ci. The new Nissan Micra was seen as the most submissive while the Toyota Aygo was the most childish car. 			<content:encoded><![CDATA[<p>Motorists face driving thousands more miles in the dark this winter as cash strapped councils save money by switching off street lights, despite safety concerns. A survey carried out by Halfords to coincide with the clocks going back found a dramatic increase in the number of major roads across the UK affected by schemes to turn off, or dim, night time illumination, compared with 12 months ago. Over three quarters of councils have taken action by either switching off or dimming over 600,000 street lamps, with blackouts starting between 10pm and midnight and lasting until 5 to 5.30am. In England just 21 councils from 83 are still committed to keeping lights burning all night, in Wales half have taken action and in Scotland trials are underway in two regions to assess the impact of reducing the number of street lights left on at night. Hundreds of miles of motorway will also be plunged into darkness from midnight to 5am as the authorities try to cut energy bills and meet climate change targets. 			<content:encoded><![CDATA[<p>Breathing in heavy traffic fumes can trigger a heart attack, say UK experts. Heart attack risk is raised for about six hours post-exposure and goes down again after that, researchers found. They say in the British Medical Journal that pollution probably hastens rather than directly cause attacks. But repeated exposure is still bad for health, they say, substantially shortening life expectancy, and so the advice to people remains the same &#8211; avoid as far as is possible. Prof Jeremy Pearson, associate medical director at the British Heart Foundation, which co-funded the study, said: &#8220;This large-scale study shows conclusively that your risk of having a heart attack goes up temporarily, for around six hours, after breathing in higher levels of vehicle exhaust.  &#8221;We know that pollution can have a major effect on your heart health, possibly because it can &#8216;thicken&#8217; the blood to make it more likely to clot, putting you at higher risk of a heart attack.  <a href="http://www.bbc.co.uk/news/health-14978027" target="_blank">More</a></p>

			<content:encoded><![CDATA[<p>Road safety officers have found that most seats are wrongly installed, including many put in by the shops that sell them. Two-thirds of child car passengers are being put at risk of injury or death because of poorly fitted seats, the Observer has learned. At least 66% of car seats for babies and young children are wrongly fitted, according to figures supplied by local authority road safety officers around the country. Many were poorly fitted by parents, but a separate investigation by consumer group Which? found that almost half those installed by retailers&#8217; own fitting services were also done incorrectly. Problems included seatbelts routed wrongly and harnesses that were too high or too loose. In Portsmouth, of 141 seats tested over the summer, only 41 (29%) passed the safety check. Thirty-four (24%) failed on a major point: of these, six were the incorrect stage of seat for the child; five were too old to be used; and seven were condemned by the council&#8217;s road safety officers. Data from Wirral council showed a similar number of problems, with 37 out of 47 seats (79%) not fitted properly. <p>It might seem like a simple, every day activity, but new research suggests parking a car can be a controversial issue, with more than one in six motorists saying they have argued with a neighbour over a parking space and almost one in five admitting they have parked illegally.</p>
<p>Car insurance expert Admiral surveyed 2,500 motorists to find out their habits when it comes to parking. It found that 16% of them have argued with a neighbour over a space. Regionally, motorists in the North West are the most likely to get into a row over parking, compared to those in Scotland who are least likely to.</p>
<p>Sue Longthorn, Admiral managing director, said, “For something we probably do every day it would seem parking can cause problems, with many motorists getting into an argument with a neighbour over it. As our roads get more crowded, we want to ensure we have our own parking space, preferably outside our own home, but this really isn’t something worth getting into a row about.” <a href="http://news.sky.com/home/article/16079703" target="_blank">More</a></p>

			<content:encoded><![CDATA[<p>MoT: these three letters are like a visual comfort blanket to used car buyers. They signify safety; a car with a 12-month MoT will run and run. Or so we’re led to believe. However, What Car? has uncovered disturbing disparities between testing centres, the faults they detect and even whether or not they pass or fail the same car, which proves that the system, run by the Government agency VOSA, just isn’t working. So why the concern? The annual test is applied to vehicles aged three years or older, and covers more than 80% of the 31 million cars in the UK. Our findings would be worrying enough under normal circumstances, but they’re downright alarming at the moment because the Government wants to delay the first MoT test by a year and double the time between tests to two years. Organisations such as the AA are against the idea, warning that it will increase the number of unsafe cars on the road. VOSA says there are around 22,000 approved testing stations and that these are checked depending on their risk of non-compliance. ‘Red’ garages will typically be seen three times in 18 months, while ‘green’ stations will be checked once every three years and monitored remotely in other years. Inspections will take place if any concerns arise from remote monitoring, or from any complaints. Nominated testers are checked at the same time. The effects of the recession mean that more people are keeping their cars for longer and putting off the major expense of buying a new vehicle, according to new research from Halfords Autocentres. However, the mature motors of today are a long way from the old bangers of the past thanks to better engineering and maintenance techniques. Experts say drivers are recognising that maintaining and running an older vehicle is more cost effective than buying a newer model. Kieren Puffett, Editor of motor pricing guide Parkers said: “Looking after your existing car can save you a lot of money compared to buying a new one, which will suffer from heavy depreciation. The fall in breath tests coincided with a 16.63 per cent rise in the number of collisions recorded by police. Motorists under 25 were subjected to 20 per cent fewer tests than during the same period in 2009, while the fall in testing of older drivers was a more modest 5.45 per cent. The number of tests which were positive or where the motorist refused to give a sample fell by just under rive per cent. But the proportion of breathalysed motorists testing positive rose. “Whilst there has been a fall in the number of breath tests carried out in this year’s campaign the increase in the percentage of positive tests shows that we are targeting the offending drivers more effectively,” said Chief Constable Phil Gormley, the country’s top traffic officer.  <a href="http://www.telegraph.co.uk/motoring/news/8671631/Drink-drive-tests-fall.html" target="_blank">More</a></p>

			<content:encoded><![CDATA[<p>A doctor in China is attempting to cure the country of bad driving by treating it like a disease. Dr Jin Huiqing has spent nearly three decades trying to figure out why some motorists seem more accident prone than others. He has translated his research into a lucrative business selling his road safety programme to Chinese municipalities. Dr Jin&#8217;s company, Anhui Sanlian Group, developed a three-pronged approach to road safety that involves a battery of tests to screen drivers, training with simulators and surveillance cameras to closely monitor roads for problems. The eastern city of Jinan adopted the system and police in the provincial capital say traffic deaths have fallen by a third in the past five years. He has studied the records of thousands of Chinese bus, van and taxi drivers, put dozens through neurological tests and examined hundreds of blood samples. Since last year, he has been trying to find gene markers for bad drivers. &#8220;Cars can be fitted with the highest levels of equipment: safety belts, air bags, and so on. Roads can be more regulated. 			<content:encoded><![CDATA[<p>New research from Kwik Fit reveals that over two-thirds (69%) of cars in the UK are being driven with under-inflated tyres, at least 3psi under the manufacturer’s recommendation. Just 4% of motorists are travelling on all four tyres pumped up to the recommended pressure.  According to Kwik Fit the average under-inflated tyre is down by a whopping 18% (5.75psi) and with even a small amount of under-inflation reducing fuel efficiency it estimates that motorists are wasting almost a £1 billion (£993 million) a year on excess fuel.   Under-inflated tyres produce poor handling and braking and can lead to tread damage and blowouts . Kwik Fit’s study found that almost 10% of cars had tyres on the same axle with a difference of 10psi or more, which could lead to severe instability. <a href="http://www.kwik-fit.com/news.asp" target="_blank">More</a></p>

Half of the 1,000 members of public surveyed by Which? said they would be taking a trip in the UK in the coming months, with a 10% increase in the number of Brits planning to spend their main holiday in the country to save money. So if you’re about to take your car to Europe for a driving holiday, it’s worth swotting up on the regulations first.   51% of UK drivers have already driven abroad, and only a quarter of UK drivers surveyed do not intend to drive abroad in the future. 			<content:encoded><![CDATA[<p>Middle aged women are more likely to try to risk driving illegally through a level crossing than any other motorists, a study has found.   They are more than twice as likely as young “boy racers” to jump the red lights or try to skip through the barriers as they come down.   The trend was discovered by British Transport Police after the force sent out a marked van to monitor 43 crossings across south east England.   Since January it has caught and prosecuted 1,131 motorists from offences including jumping the lights, driving through crossings as barriers come down and striking barriers.   Women aged 50 to 65 accounted for 27 per cent of offences and men of the same age 19 per cent, meaning that middle aged motorists were responsible for nearly half the cases caught by the police van. The study found that alcohol-based hand sanitisers could lead to a positive urine test for alcohol consumption.  This might be a danger for nurses, doctors and other healthcare professionals who are encouraged to repeatedly apply hand-cleaning gels and sprays in order to keep hospitals and GP surgeries germ-free.  But Scottish medical experts warned the risks from healthcare associated infections (HAIs) such as MRSA were considerably greater than the small possibility of people exceeding drink drive limits.  In a study by the University of Florida College of Medicine, 11 volunteers who had not drunk alcohol for five days applied a hand sanitiser. 			<content:encoded><![CDATA[<p>Female motorists are much better at coping with the stress of being caught up in a traffic jam than their male counterparts, according to a study by satnav firm TomTom.  The study, which involved analysing the increase in stress chemicals in the saliva of motorists when stuck in heavy traffic, showed that the rise in men&#8217;s stress levels was seven times higher than a woman&#8217;s.  Researchers found that stress levels rose 8.7% in women when caught up in a traffic jam, while they were up 60% in men.  Two thirds of the women and half of the men who took part in the study reported not feeling stressed out at all after spending 20 minutes in heavy traffic, despite their chemical indicators shooting up. Five examiners suffered physical attacks and 209 reported “verbal assaults” as tensions in the car boiled over.     The figures, obtained in a Freedom of Information request by Autoglass®, also reveal that learner drivers committed more than one million “dangerous” and “serious” errors during tests last year. The biggest mistakes were poor observation at junctions (65,988 dangerous incidents) and use of mirrors (32,827 dangerous incidents), There were also more than 4,000 incidents of test-takers reversing dangerously.   Matthew Mycock, Autoglass® managing director, said: “Driving tests can be stressful occasions but these figures really are quite alarming. And 24% of these drivers, aged 16 to 21, see nothing wrong in drinking up to one and a half pints of beer, or equivalent alcohol, before taking to the wheel.  The survey results were issued as a campaign to overhaul the learning-to-drive system was launched by road safety charity Brake, the Association of British Insurers (ABI) and the Co-operative Insurance Company.  The launch of the campaign marked the start of the UN Decade of Action for Road Safety.  The poll of 500 people aged 16 to 21 showed that 9% of males in this age range thought it was all right to drink more than the equivalent of one and a half pints of beer before driving. Only 17 per cent of people walking past a car with its alarm going off reacted to the siren, with not a single person taking any action.  Of the people who did acknowledge the alert, their only response was to briefly glance at the car as they walked past.     Dr Ian Walker, a lecturer in traffic and transport psychology at the University of Bath, said: ‘We learn to ignore any sound that isn’t followed by a meaningful event. We hear car alarms but never see a car being stolen afterwards and so do not associate the sound with theft.  ‘Alarms are only significant to the owner of the car. 			<content:encoded><![CDATA[<p>The UK’s car safety recall system needs a complete overhaul, says Which? Car as it compares the effectiveness of the US and UK watchdogs.  The British system, administered by the Vehicle and Operator Services Agency (VOSA), allows carmakers to determine when recalls are necessary – whereas in the US the National Highway Traffic System Administration (NHTSA) uses its power to force manufacturers into action if it believes a car has a safety problem.  In 2010, the NHTSA instigated 118 recalls, VOSA zero. At least, Which? Car believes VOSA didn’t force any recalls as the government body declined to tell the consumer champion. Further investigation found a Freedom of Information response on its website: “VOSA has not been required to use its powers to force a manufacturer into conducting a recall.”*  In the past three years, NHTSA investigations have resulted in 492 actions, involving more than 20 million vehicles. And Which? Car has found evidence of cars being recalled in the US, but not the UK. 			<content:encoded><![CDATA[<p>Six thousand lives could be saved on Britain’s roads over the next ten years if just a fraction of the money currently spent on road maintenance was used more effectively.  Britain loses up to £30 billion (2.3% GDP) annually in the cost of road crashes, most of which falls on busy, targetable motorways and main roads according to Saving Lives, Saving Money: the costs and benefits of achieving safe roads, a report for the RAC Foundation by the Road Safety Foundation.  The report shows how, within existing budgets, 1-star and 2-star roads can be eliminated in the next decade, with benefits worth £25-£35 billion. Achieving the savings will require that road authority leaders are offered guidance to focus on the full costs and benefits of saving the most lives for the money available.  According to Saving Lives, Saving Money, the total cost of crashes is well estimated by the Department for Transport but the way costs fall on families, business, carers, NHS, emergency services and the insurance industry is poorly understood.    The report reveals the losses on roads for which different authorities are responsible.  It finds the cost of fatal and serious crashes on the Highways Agency’s network amounts to £1.2bn annually. The cost of serious crashes on English local authority ‘A’ roads is £2bn.    It investigates how much it would cost to bring main roads with safety flaws such as missing safety fencing and unsafe junction layouts up to safety levels that should reasonably be expected &#8211; and the savings that would result. 			<content:encoded><![CDATA[<p>The public’s satisfaction with the state of our roads and highways has plummeted to its lowest level according to the latest public service satisfaction survey, released today by the Institution of Civil Engineers (ICE).    The survey, which monitors change in attitudes to key public services in the UK – from roads and public transport, through to energy supply and flood defences &#8211; showed that only a third of respondents (32 percent) are now satisfied with the quality of the UK’s roads and highways, a drop from 50 percent in the last quarter of 2010. At the same time, 61 percent put roads and highways as their first or second priority for more investment.    Satisfaction in UK roads has been gradually slipping since the survey started in December 2008 – when 62 percent said they were satisfied. The sharp rise in the number of pot holes caused by periods of extreme weather is expected to have caused the drop in satisfaction. According to a recent survey by the Asphalt Industry Alliance, the number of potholes over the last year has tipped the two million mark for the first time &#8211; an increase of 59 per cent over the previous year. Experts are warning parents that they are wrong to believe that opening car windows and stubbing out cigarettes before the children climb in will protect them.  The study reveals that the amount of time it takes for dangerous particles in cigarette smoke to fall back to safe levels is longer than expected.  And excessive exposure could put children at risk of breathing problems and lung disorders later in life. The fresh recommendations were issued today by the American Academy of Pediatrics and the National Highway Traffic Safety Administration. They updated their advice after research showed that one-year-olds were five times less likely to be injured in a crash if they are in a rear-facing car seat than a forward-facing seat.  Their findings were based on a 2007 analysis of five years of date from crashes in the United States. That means an estimated 1,000 children injured in forward-facing seats over 15 years might not have been hurt if they had been in a car seat facing the back, said Dr. Dennis Durbin, lead author of the recommendations and a pediatric emergency physician at Children&#8217;s Hospital of Philadelphia. Toddlers have relatively large heads and small necks. In a front-facing car seat, the force of a crash can jerk the child&#8217;s head causing spinal cord injuries. Car seats have recommended weights printed on them. They criticised a ‘cash for contacts’ culture which means that within days or even hours of an accident, motorists’ personal details are sold and re-sold for up to £1,000 a time between interested parties. ‘Over 40 per cent of personal injury lawyers pay referral fees to receive work from insurers or claims management firms,’ according to a report from the Commons transport select committee. ‘Fees range from £200 to £1,000 per referral.’ In evidence to the committee, the AA reported that average premiums quoted to motorists for comprehensive cover increased by 29.9% in the year to October 2010. Well you probably are, because the number of sets of traffic lights in Britain jumped by some 30 per cent between 2000 and 2008.  In London, over the same period, the numbers rose by about a quarter to more than 6,000.  Unpublished figures from the Department for Transport (DfT) also show that by the end of 2008, some 8,500 sets of lights were programmed to give priority to buses &#8211; 3,200 of them in the Capital.  About half of all traffic lights are at junctions, the rest are at stand-alone pedestrian crossings. Halfords reveals sales of locking fuel caps up 54% in the past week. Police also warn of a rise in thefts of number plates that can be used in drive-offs from petrol stations.  The disturbing trend come as unrest in the Middle East has sent the cost of oil soaring, with predictions the price of fuel will rise by 5p a litre by April and could hit £8 a gallon.  Police across the country are reporting a surge in petrol thefts and forces have launched campaigns to target the petrol criminals and advise garage owners to step up security.  In Derbyshire fuel thefts rose 23% in the final six months of 2010. In Fife, Scotland’s second largest region, police say there has been a marked rise in thefts from parked cars, with fuel pipes being cut.   Metropolitan Police in Hillingdon, West London said this type of crime is up after reports of gangs hitting cars parked in residential streets. The amount of carbon dioxide &#8211; the so-called &#8216;greenhouse gas&#8217; blamed by scientists for global warming &#8211;  created to generate the electricity powering an electric car, can be just as great as that created by the internal combustion engine, they say.  The main  difference is that  while a conventional car&#8217;s emissions come out of the vehicle&#8217;s exhaust pipe, those created by an electric car are generated at the power station which supplies the electricity. The findings come as  the first ever electric car to pass the European crash test was announced &#8211; the Mitsubishi i-MiEVsuper-mini &#8211; getting four stars out of a maximum five. 			<content:encoded><![CDATA[<p>Failing to keep cars clean is costing motorists up to £95 million a year in wasted fuel and adding to global warming.    A new study by Halfords shows filthy cars carry around as much as an extra 5 kilos of dirt (11 lbs) on them in winter, as mud and road grime piles up on wheels, wheel arches and the underchassis.  Even vehicles that are washed every fortnight and driven on town streets carry at least 300 grams (10 oz) of dirt in between hose downs, research by the car accessories retailer has revealed.   The additional weight caused by failing to wash a car regularly means cars are running inefficiently and are wasting fuel.  While the individual cost in added running costs is relatively small, UK motorists could be paying out as much as £95 million a year topping up with superfluous unleaded and diesel. With the price of fuel soaring, currently an all time high average of 128.9p a litre, this will rise further.  The extra petrol and diesel used contributes a further 170,000 tonnes of CO2 to the atmosphere, the equivalent annual emission from a small town with a population of 11,000.  Overall the extra weight caused by winter grime means an extra 40,000 tonnes is being carried on roads, the weight of an entire fleet of supermarket lorries.  Halfords Car Cleaning Expert David Howells said: &#8220;The old adage that a clean car runs better has some basis in truth. There is a small benefit in the aerodynamics of a clean body, but the biggest gain is from the less weight you are hauling around.  &#8220;Keeping the bodywork and wheels clean and using a pressure washer on the wheel arches and undercarriage periodically will help with fuel economy.  &#8220;A build up of mud, tar and road grime can add significant weight to the car. A 100 yards minimum distance should apply to &#8220;especially vulnerable&#8221; facilities such as hospitals, health centres, schools and old people&#8217;s homes. 			<content:encoded><![CDATA[<p>More motorists than ever are driving illegally by using a mobile phone to text, call up the internet and check social networks such as Facebook and Twitter while at the wheel, new research reveals. Four years on from the introduction of new tougher laws on the use of a hand held phone, drivers are increasingly putting other road users in danger with their reckless behaviour, as well as risking a fine.   A new survey carried out for Halfords reveals the growing appetite for using a hand held phone while driving. Those confessing to checking texts while driving are up a quarter on this time last year. Meanwhile, social networking from cars has doubled and the number making and receiving calls is 29 per cent higher than a year ago.   The disturbing figures show how the current law, with the penalty of a £60 fine and three penalty points, is being flouted and campaigns to persuade motorists to use hands-free kits or stay off the phone are being largely ignored.   Some 41 per cent of drivers admit to taking a phone call and almost three in ten (29 per cent) have made at least one call in the last year. This compares with 31 per cent and 22 per cent in a similar survey carried out 12 months ago. Men are the worst culprits (35 per cent male compared to 22 per cent female).   However, these figures could be even higher, as 60 per cent of adults say they have been a passenger in a car when the driver has made or received a phone call.   The rapid growth in the ownership of smart and touchscreen phones may have led to the hazardous trend for drivers to use social media outlets at the wheel.   The survey shows how the lure of using social networks while driving is proving too much of a temptation for one in ten motorists. Scientists have developed a built-in alcohol-detection prototype that is able to instantly gauge whether a driver has been drinking. One sensor analyses a driver&#8217;s breath &#8211; without using a breathalyser.  Other sensors measure blood alcohol content through the driver&#8217;s skin and are placed strategically on the steering wheel and door locks.   Should a driver be over the legal drink-drive limit then the car&#8217;s engine will not start. It could be fitted in cars within ten years. Unlike current alcohol ignition interlock systems, the device from QinetiQ is unobtrusive and doesn&#8217;t require a driver to blow into a breath-testing device before the car can operate.  Instead, it uses sophisticated sensors placed around the driver&#8217;s seat that can immediately determine whether a person has been drinking.   Both the breath and skin tests would eliminate the need for drivers to take any extra steps, and those who are sober would not be delayed in getting on the road, researchers said. U.S. Transportation Secretary Ray LaHood last week visited QinetiQ in Waltham, Massachusetts, for the first public demonstration of the system. The technology is &#8216;another arrow in our automotive safety quiver&#8217;, said Mr LaHood, who emphasised the system was envisioned as optional equipment in future cars and voluntary for U.S. car manufacturers. QinetiQ&#8217;s research is called Driver Alcohol Detection Systems for Safety &#8211; or Dadss. David Strickland, head of the National Highway Traffic Safety Administration (NHTSA), also attended the demonstration and estimated the technology could prevent as many as 9,000 fatal alcohol-related crashes a year in the U.S alone. 			<content:encoded><![CDATA[<p>The massive reduction in fatalities within our two most vulnerable age groups is the key finding of Younger and older road users, published today by the IAM as the latest in its series of IAM Motoring Facts 2010/2011.  Fatalities have fallen 33 per cent in the 16-19 year old bracket, 25 per cent for drivers in their 70s, and 22 per cent for drivers aged 80 and over since 2008.  Neil Greig, IAM Director of Policy and Research, said: “While these reductions are really positive, we must continue to support these drivers, who are among the most vulnerable on our roads. The fatality rate continues to be highest for 16-19-year olds, followed by the over 80s, but for very different reasons.”  “The greatest risk to the oldest age group on the road is as a pedestrian. In comparison, younger people are much more at risk as a driver or as a passenger in a car driven by a young driver. Pedestrian risk increases from two per cent of those injured aged between 20 and 50, to around nine per cent aged 80 and over. The greatest risk to pedestrians is car drivers under 30 who are involved in more than a third of pedestrian fatalities.”  During their teens and twenties, the risk of young drivers being killed halves every five years as they gain more driving experience. Mr Greig continued: “This lends weight to the IAM’s call for post-test training to be made compulsory in a form similar to that of the system in countries like Austria*1, where reductions of up to 30 per cent in young male driver fatalities have been achieved. 			<content:encoded><![CDATA[<p>Riding in a convertible car with the roof down could damage hearing, according to new research.   Published in the Journal of Laryngology and Otology, the US study tested cars from Ford, Nissan, Porsche, Saab and Saturn.   For the purposes of the study, 85 decibels (dB) was held as the level at which noise became &#8220;excessive&#8221;, the same as the threshold judged to be permissible for US workplaces.   It found that, even at 55mph, maximum noise levels in excess of 100dB could be recorded &#8211; potentially equivalent to listening to a personal music player at maximum volume. And at 75mph, the average volume was above the 85dB level for four of the five cars.   In addition to the average levels of noise, &#8220;spikes&#8221; in excessive noise were particularly evident when driving next to other vehicles.   Led by Dr Anthony Mikulec from the Saint Louis University School of Medicine, the study concluded that this exposure can place drivers at increased risk of noise-induced hearing loss. It advised drivers to keep their roofs up at speeds over 53mph &#8211; or even use earplugs of noise-cancelling earphones, though it acknowledged this could impact upon the ability to hear other noise, such as emergency sirens. Researchers at Newcastle University found that drivers who didn&#8217;t find the highways taxing enough were more prone to speeding or overtaking as they sought excitement. As a result the researchers suggest that making roads more complicated by building in more obstacles could actually make them safer.   The study of 1,563 drivers published in Transportation Planning and Technology, highlights to planners that efforts to make roads safer could unintentionally provoke more accidents as people take risks to liven up their journey.   Edmund King, President of the AA and Visiting Professor of Transport at Newcastle University said: &#8220;As cars come fitted with more gadgets to make driving easier and planners remove more of the distractions it comes as no surprise to me that some people are finding that driving has become a bore. With that comes an increase in the risks drivers take as they mentally switch-off instead of focussing on the road. 			<content:encoded><![CDATA[<p>As many as 500 uninsured vehicles are seized every day, with Vauxhall Astras the cars removed from the road most frequently, figures showed today.    After Astras, the next most-seized vehicles are BMW 3 Series cars, according to figures based on roadside calls to the Motor Insurers&#8217; Bureau (MIB) police helpline.    The statistics come as a new online video warning of the consequences of driving without insurance is launched by the MIB, which compensates victims involved in accidents with drivers who have no insurance.    Police use the Motor Insurance Database to detect cars being driven without insurance.    The consequences for drivers taking to the road without insurance include vehicle seizure, a minimum of six licence penalty points, and a fixed fine of £200.    Drivers who have their cars seized will also be liable for £150 in recovery fees and still have to prove that they have insurance before they can get their vehicles back.    MIB chief executive Ashton West said: &#8220;Christmas is a time when household budgets are stretched to the limit and, for some, the renewal of insurance may be overlooked.    &#8220;Modern technology means that motorists who have no insurance are more likely than ever to be caught.
