			<content:encoded><![CDATA[<p>A recent online survey by the IAM, has shown that 57% of cyclists have jumped a red light, with 14% regularly doing so. The main reason for jumping the lights for 38% of people is because they think it is safer to get ahead of the traffic.</p>
<p><span style="color: #999999;">Certainly is a problem locally, and much more common in busier inner cities. Most roads are not as cycle friendly as needed, which forces cyclists on the path as well. But cyclists do put themselves at risk of being hit by going incorrectly through red lights, as they are not expected (or seen) by the other vehicles, possibly moving quickly.</span></p>

<p>The Government announced plans today to crack down on those who drive while under the influence of drugs.</p>

<p>Legislation unveiled in the Queen’s Speech will create a specific drug driving offence. Currently police have to demonstrate that driving had been impaired by drugs in order to prosecute.</p>
<p>Under the proposed legislation it will automatically be an offence to drive a motor vehicle if you have certain controlled drugs in your body in excess of specified limits. This will make it much easier for police to take action against drug drivers.</p>
<p>Devices to screen for drugs in the body are expected to receive type approval from the Home Office by the end of the year.</p>
<p>Road Safety Minister Mike Penning said:</p>
<p>“Drug drivers are a deadly menace – they must be stopped and that is exactly what I intend to do.</p>
<p>“The new offence sends out a clear message that if you drive whilst under the influence of drugs you will not get away with it.</p>
<p>“We have an enviable record on road safety in this country and I want to keep it that way. This measure will help to rid our roads of the irresponsible minority who risk the lives of innocent motorists and pedestrians.”</p>
<p>An independent review of drink and drug driving law in 2010 recommended that a new specified limit offence should be developed. The exact drugs covered by the offence and the specified limits for each will be determined following advice from an expert panel and a public consultation.</p>
<p>Earlier this year the Department for Transport announced the formation of the panel and today is confirming the membership. It includes experts in the field of alcohol and drug misuse and will also work with officials from the Home Office, Ministry of Justice and Department of Health.</p>
<p>The penalty for the new offence will be a maximum of 6 months imprisonment and/or a fine of up to £5,000, and an automatic driving ban of at least 12 months.</p>

			<content:encoded><![CDATA[<p>The Prime Minister is intending to change the law so those convicted of drug driving could soon face up to £5000 fine, a minimum of 12 months driving ban, and even a jail term of up to 6 months.  &#8221;Drug drivers are a deadly menace &#8211; they must be stopped and that is exactly what I intend to do,&#8221; he said. The new offence sends out a clear message that if you drive whilst under the influence of drugs you will not get away with it.&#8221; The Police will use new drug detection machines that will be approved for use next year.</p>
<p><span style="color: #999999;">Would be a very sensible change, if and when the detection methods are proved to be effective. Driving under the influence of drugs, is a real problem to road safety and needs to be taken as seriously as drink driving has been for many years.</span></p>

			<content:encoded><![CDATA[<p>Research from America has shown that compulsive mobile phone users, are getting distracted from the road while driving while thinking about future incoming calls or texts to potentially arrive. The risk is very high in young motorists, who have less driving experience and more reliance on mobile technology.</p>
<p><span>Jennifer M Whitehill, a PhD student at the University of Washington, said: ‘We know it is important to prevent young drivers from taking their hands off the wheel and eyes off the road to use a cell phone.</span></p>
<p><span>‘This study suggests that thinking about future cell phone calls and messages may be an additional source of distraction that could contribute to crashes.’</span></p>
<p><span style="color: #999999;">As mobiles and other electronic devices get ever more sophisticated  the risk to road safety will increase. Something needs to be done to help cut down on the problem, but authorities may struggle to find an easy cure.</span></p>

<p><span style="color: #c0c0c0;">Parents will always worry about children, especially with the dangers of cars. Therefore to best way to keep children safe, is for their driver education and knowledge to be accurate. 			<content:encoded><![CDATA[<p>A recent study by esure car insurance by the University of Leeds, found that reaction times while eating while driving is increased by a massive 44%, and drinking whilst driving 22%. They found that the reason for the increase would be do to the extra vision required to eat or drink, lessening the road vision. It also  found that drivers were 18%  more likely to struggle to keep in lane,  whilst drinking behind the wheel. The study also showed that 17% of motorists think it is acceptable to drive with just one hand on the wheel with almost half  admitting they do this regularly.</p>
<p><span style="color: #999999;">We don&#8217;t need a survey to tell us when you are performing an secondary task when driving, that your road vision and handling would be decreased, but the figures for those who think it is ok to put themselves and others at risk is worryingly high. More education is needed to help make drivers more aware.</span></p>

			<content:encoded><![CDATA[<p>New proposals are soon to be announced by the government to tackle the problem of motorists driving under the impairment of prescription drugs. There is a big concern over the abuse sleeping tablets, pain killers and other drugs readily available over the counter. Studies by the Transport Research Laboratory found that drug impairments were present in quarter of fatal road accidents, so it is an issue that needs to be addressed to keep the roads safer.</p>
<p><span style="color: #999999;">Definitely a big concern on the roads. There needs to be clear education on the problems of taking drugs of any kind before driving, so motorists understand the risks, and allowing them to make a correct judgement of whether to drive or not. This needs to be backed up with proper roadside testing, as with the drink driving laws.</span></p>

			<content:encoded><![CDATA[<p>A recent survey by Kwik Fit showed that 73% do not check the brakes on their vehicles for ware, but 65% would give the motor a clean at least once a month. Roger Griggs, communications director at Kwik Fit, said: “Along with its tyres, a car’s brakes are the most important system in keeping a car safe on the road. However, it seems that for many cars, the only time they will be checked is during the annual MOT and service. With so few motorists checking their brakes, it suggests that many are waiting until the more obvious signs of deterioration appear – such as squealing, grinding, sponginess or worse, failure. Unfortunately this could be an all too costly delay.&#8221;</p>
<p><span style="color: #888888;">This suggests that there are many millions of vehicles on our streets, that may have some kind of problem that needs attention. Obviously not everyone is trained in car mechanics, so it&#8217;s wise for all drivers to seek advice as soon as a loss of performance, or any strange noises are heard, rather that wait months till the next routine service.</span></p>

			<content:encoded><![CDATA[<p>News from the Insurer Admiral shows that drivers are more likely to have convictions or claims in the first year of driving than when learning to drive. They studied data from over a million quotes, and new drivers were three times more likely to make a claim than learners. Dave Halliday, Admiral acting managing director, said, “These statistics make worrying reading. It’s exciting to be out on the open road on your own once you’ve passed your test, however, new drivers mustn’t forget they’re inexperienced and although they now have a full licence, it certainly doesn’t make them expert drivers. When learning, you’re under supervision, so have your mistakes pointed out to you, but the ability to drive independently means confidence can soar, particularly with peer pressure when a new driver is carrying passengers. New drivers also need to remember that if they build up six or more penalty points within two years of passing their test, their licence is taken off them and they go back to being a learner.”</p>
<p><span style="color: #c0c0c0;">So why are new drivers more at risk? It is because they do not know the road or how to control a vehicle? Possibly not, as the test is unlikely to be passed if this was true. Or is it down to lack of concentration or application to the roads? If everyone drove throughout their life with the same attitude as they do on driving tests the amount of crashes and convictions would be minimal. Perhaps more  needs to done to educate new drivers, or even introduce compulsory post-test training and additional testing.</span></p>

<p>A £1.2 million THINK! campaign urging drivers to see the person behind the motorcycle helmet was launched today by Road Safety Minister Mike Penning.</p>

<p>The TV adverts will show bikers with flashing neon signs attached to their bikes. The signs show the rider&#8217;s name and information about them such as &#8216;shy retiring type&#8217; or &#8216;new dad&#8217;. The voiceover at the end asks drivers to look out for motorcyclists next time they are out driving.</p>
<p>The campaign was informed by research showing that drivers are more likely to notice motorcyclists on the roads if they know a biker themselves.</p>
<p>The adverts put motorcyclists at the centre of the campaign in a bid to tackle the huge over-representation of motorcyclists in road casualty figures. Despite only accounting for 1% of traffic motorcyclists make up 22% of deaths on Britain’s roads.</p>
<p>Mike Penning said:</p>
<p>&#8220;As a biker myself I know how great motorcycling can be but as Road Safety Minister I know that the statistics show bikers are tragically over-represented in road casualties and I want to see this number come down.</p>
<p>&#8220;The campaign I am launching today aims to get drivers to think again about how they look at bikers when they&#8217;re out on the road. I hope this will help to reduce the number of bikers killed and injured in crashes with cars.&#8221;</p>
<p>The new &#8216;Named Riders&#8217; TV campaign starts on Friday 2nd March with radio and petrol station advertising running from Saturday 10th March.</p>

<p><span style="color: #888888;">It&#8217;s worth remembering that a proportion of driving lesson time is actually spent learning how to reverse and park the car, which leaves less actual &#8216;driving time&#8217;, which even lessens the experience of interacting with other motorists. </span></p>
<p><span style="color: #888888;">Always very important for all new drivers to get the correct education and experience for taking to the roads, because for those who manage to &#8216;scrape a pass&#8217; will not be better drivers after passing their test, they will just be allowed to drive on their own will low skills. </span></p>

<p>Exhibition road, in Kensington London has opened a street free from all the great amount of  road furniture and unnecessary objects we see these days.  The thought for the planners of this concept, which has its origins from Europe, would be for the motorists and pedestrians to think more about their actions, therefore  interacting safer with each other. An expensive scheme costing a reported £30 million.</p>
<p><span style="color: #999999;">Providing pedestrians and motorists monitor and respect each others actions, we may see many more of these types of roads springing up around the country. Many motorists currently don&#8217;t look at road signs, react to what they say, or sometimes even know what they mean, so this scheme could improve their awareness and safety.</span></p>

<p><span style="color: #888888;">Is the move sensible? Surely it will lead to more sub-standard vehicles on our roads, in turn possibly decreasing road safety. Two years is a long time between checks, a lot can go wrong, and potentially led to a dangerous vehicle being driven for many thousands of miles on the roads.</span></p>

			<content:encoded><![CDATA[<p>Tests have shown have motorists driving with a heavy cold, can see their concentration drop by over half, making them more prone to unsafe driving and actions. Drivers reaction times would not be as sharp and as there would be less awareness of surrounding vehicles, driving will become more erratic, with potential problems not dealt with in time, leading to harsh breaking and ill-advised actions. Experts have likened the impairment to drinking at least four large whiskies, which would be over the drink drive limit and leave the driver prone to unsafe driving, and possibly crashing.</p>
<p><span style="color: #808080;">For anyone who has had a heavy cold and tried to concentrate on tasks, or even just watching the television, will understand how hard it is to remain focussed on the job at hand sometimes. Additionally drugs that may be taken to combat the illness, may well cause drowsiness, leading to even less concentration powers still. Always wise to stay off the roads, if impaired in any way, not worth the risk.</span></p>

The rise could be attributed to the increasing use of social networking sites, and lack of regard to the law, when drivers are unlikely to get caught, so deem mobile phone use acceptable.</p>
<p><span style="color: #808080;">Drivers need to be educated more to the risks that mobile phones have on safe driving, as only a small distraction can lead to major incidents developing. This needs to be enforced on the roads, as drivers flout the law at present, as there is a limited chance of being caught.</span></p>

			<content:encoded><![CDATA[<p>Around the world we see many areas where there is a much tougher stance on driving under the influence of drugs, both prescription and social. An expert panel is to advise the government, on whether it is possible to introduce maximum levels for drugs, similar to what is currently in place for alcohol.  Saliva-based drug testing kits are currently being considered for use by police like a breathalyser.</p>
<p><span style="color: #808080;">This is a very under-estimated problem on the roads, as amounts of any type of drugs can cause massive impairments to drivers judgements, and therefore road safety. Surely a combination of driver education to the risks and potential dangers of all types of drugs would be a start. Then backed up by tougher rules and testing as required.</span></p>

			<content:encoded><![CDATA[<p><strong>It has been reported by Confused.com that 51% of drivers are not aware of the legal alcohol limit when driving. Even with the legal levels when the Police take samples, the actual amount of alcohol consumed by each individual to safely drive varies a great deal due to sex, age, weight and recent food intakes. Worryingly 44% of people know someone who has been caught drink driving. When convicted of drink driving  insuring a vehicle in the future, they will see premiums much increased, for many years after. Department of transport statistics show that 250 people were killed and 1230 injured in 2010 by drivers of the drink driving limit.</strong></p>
<p><span style="color: #808080;">In some countries there is a zero figure for alcohol levels when driving, maybe we will find that level arrive here in the future. If not we need to educate drivers more, on the risks of drinking and driving, so that deaths and injuries from alcohol related crashes are reduced to zero.</span></p>

			<content:encoded><![CDATA[<p>A while back the government started switching off motorway lighting at night, to save money and helpfully reduce our carbon footprint. The switch off affects some of our busiest roads, including the M1, M2, M4, M5, M6, M27 and M54.  New research from Confused.com, said that the number one worry for drivers is not being able to see clearly, and under half surveyed said they feel less confident driving in the dark. A <a href="http://www.thepetitionsite.com/1/keep-our-motorway-lights-switched-on/" target="_blank">petition</a> has been started for those who are against the great switch off.</p>
<p><span style="color: #808080;">Switching off the lights should not pose too much of a problem for drivers, who will have to drive on a great many unlit roads  anyway. It would seem sensible to turn off some lights as the roads quieten down, then some more could be lost in the middle of the night, this way we could save money and keep roads safe.</span></p>

Christmas drink drive campaign, launched today by Road Safety Minister Mike Penning. This year&#8217;s THINK! Christmas drink drive campaign will include radio advertising, posters in pub washrooms, online search activity and targeted Facebook advertising to remind drivers of the personal consequences of a drink drive conviction. THINK! have also teamed up with Coca-Cola&#8217;s Designated Driver campaign to offer drivers across the country free soft drinks at venues this Christmas as part of the Driver Friendly campaign. Drivers will be able to find participating venues using the Coca-Cola ‘Pub Finder’ tool, either online or via their smart phones. THINK! campaign activity will be aimed at young men aged 17-29, who are consistently over-represented in drink drive casualty figures. Mike Penning said: &#8220;The number of drink drive deaths has fallen by more than 75% since 1979, but drink driving is still devastating lives with around 250 people killed in collisions where a driver was over the limit last year. &#8220;Our THINK! campaign makes it clear that drivers who get behind the wheel over the limit risk losing their licence as well as facing a fine and even a prison sentence. &#8220;We are also teaming up with Coca-Cola and pub chains across the country to reward designated drivers as part of our Drive Friendly initiative, as well as reminding people of the consequences of getting a drink drive conviction. &#8220;No one wants to spend their Christmas in a police cell. My message is clear: don&#8217;t drink and drive.&#8221; Jon Woods, General Manager, Coca-Cola Great Britain and Ireland said: “The holiday period is coming around quickly and everyone is beginning to make their plans. Analysis of the latest official Drink-Drive statistics by AlcoSense Breathalysers show in the past decade there has been a nearly 60% increase in the proportion of morning after ‘drink drive’ accidents.18.2% of all accidents caused by drink driving in 2010 occurred between 5am, when shift workers and early starters would be driving to work, and 1pm. This compares with only 11.4% in 2000; and only 6.9% in 1990. New Department of Transport statistics reveal there have been 940 deaths on British roads during the first six months of 2011, which is a 6.7 per cent increase on the 881 killed during the same period last year. Casualties among child pedestrians and cyclists showed an increase of three and five percent during the same spell. The figures have been released as the government reviews national road safety with a view to increasing the current 70mph motorway limit to 80mph. It is understood that there is broad agreement within the Coalition and among civil servants for upping the national motorway speed limit by ten miles an hour, with the only the timing of the announcement left to be decided. 			<content:encoded><![CDATA[<p>Road safety charity the IAM (Institute of Advanced Motorists) is warning that many of Britain’s roads will become more hazardous for motorists as the frosts and local council cuts bite. In spite of the last two winters of severe cold, snow and ice, many councils are planning to cut back on winter road services, including salting, exposing motorists to dangerous driving conditions. Last year there was a 37 per cent increase in the number of cars overturning in snow and ice*. Budget estimates from the Department for Communities and Local Government show a 3.6 per cent decrease in estimated spending for salting roads, snowploughing, and standby arrangements across England. 			<content:encoded><![CDATA[<p>Motorists face driving thousands more miles in the dark this winter as cash strapped councils save money by switching off street lights, despite safety concerns. A survey carried out by Halfords to coincide with the clocks going back found a dramatic increase in the number of major roads across the UK affected by schemes to turn off, or dim, night time illumination, compared with 12 months ago. Over three quarters of councils have taken action by either switching off or dimming over 600,000 street lamps, with blackouts starting between 10pm and midnight and lasting until 5 to 5.30am. In England just 21 councils from 83 are still committed to keeping lights burning all night, in Wales half have taken action and in Scotland trials are underway in two regions to assess the impact of reducing the number of street lights left on at night. Hundreds of miles of motorway will also be plunged into darkness from midnight to 5am as the authorities try to cut energy bills and meet climate change targets. In many parts of the country drivers are not being subjected to Field Impairment Tests, aimed at detecting motorists who are under the influence of illegal narcotics. Drug-driving is causing mounting concern within Whitehall, A study by the Transport Research Laboratory estimated that drugs were a key factor in nearly a quarter of fatal road accidents. Industry experts Euro NCAP (The European New Car Assessment Programme) normally crash vehicles at speeds of 40mph when giving production cars a safety rating. But Five&#8217;s motoring show Fifth Gear wanted to see what would happen in a head-on collision at three times this speed &#8211; a figure most family cars are capable of. However, because of the expected destruction, organisers refused to use expensive crash test dummies and instead opted for cheaper mannequins for the experiment. Almost half 40% (38.95%) of motorists check their phones whilst driving, with 27% admitting to logging onto Facebook behind the wheel. The car insurance expert also found that nearly half (45%) will not start their journey unless they can see their phone. A lethal combination considering that drivers are four times more likely to crash when using a mobile phone. The increasing popularity of Facebook and Twitter means that the ‘Twitch Factor’ is on the rise, with one fifth of motorists not being able to last more than 15 minutes without checking their phones. 15% of workaholic motorists take advantage of time stuck in traffic to catch up on their work calls or emails, and over one fifth (21%) update their status whilst caught behind a red light.  <a href="http://www.confused.com/press/releases/the-rise-of-social-driviants" target="_blank">More</a></p>

New research* from Halfords reveals more than a fifth of drivers (21%) switch to autopilot when on familiar routes, putting themselves and other road users at risk. Scientists say the problem, which is also known as “white line syndrome”, arises when those behind the wheel start day dreaming and are distracted by passengers, or start thinking about work and family problems or become engrossed in the radio. Dr Costas Karageorghis, Reader in Sport Psychology at Brunel University said: “It occurs when we become familiar with a route and there’s a lack of active processing, so the mind begins to drift, similar to the way in which we fall asleep.” One in 20 motorists (5%) involved in an accident have blamed it on a “loss of concentration”, according to the research. 			<content:encoded><![CDATA[<p>Dangerous drivers who seriously injure others could spend longer in jail thanks to a new criminal offence, Justice Secretary Kenneth Clarke announced today.</p>
<p>The new offence of &#8216;causing serious injury by dangerous driving&#8217; will carry a maximum sentence of five years in prison and allow the courts to impose tougher punishments on dangerous drivers who devastate the lives of others.</p>
<p>The changes will be taken forward as part of the Government&#8217;s Legal Aid, Sentencing and Punishment of Offenders Bill.</p>
<p>For the vast majority of other dangerous driving cases, the maximum penalty of two years&#8217; imprisonment provides the courts with sufficient and proportionate powers to punish offenders.</p>
<p><strong>Justice Secretary Kenneth Clarke said:</strong></p>
<p>&#8220;Dangerous driving can destroy lives and have a devastating effect on victims and their families and friends.</p>
<p>&#8220;We have listened to the victims of dangerous drivers, their families, MPs, judges and road safety groups and their experiences have directly informed these changes.</p>
<p>&#8220;Making our roads safer is a priority &#8211; five people died on our roads each day last year, so we need to do everything we can to further improve safety.&#8221;</p>
<p><strong>Ellen Booth, Brake senior campaigns officer said:</strong></p>
<p>&#8220;Brake wholeheartedly welcomes this new offence which will help to provide justice to families whose lives have been ripped apart by dangerous drivers.</p>
<p>&#8220;As a charity that supports bereaved and seriously injured victims of road crashes, we repeatedly see victims&#8217; families being grossly let down by the justice system, which only adds to the terrible trauma they must endure.</p>
<p>&#8220;This new offence finally means that serious injury is recognised within the title of the offence, and this recognition is vitally important to victims and their families. It also means that dangerous drivers who inflict serious injuries can expect to see higher sentences to better reflect the terrible trauma and injuries they have caused.&#8221;</p>
<p><strong>Road Safety Minister Mike Penning said:</strong></p>
<p>&#8220;The vast majority of motorists are safe and responsible but the wilfully reckless minority who put lives in danger must face serious penalties.</p>
<p>&#8220;We are taking action to help the police tackle drink and drug driving, as well as to crack down on uninsured and dangerous drivers, and this new offence will mean the courts can properly punish those who inflict serious injuries.</p>
<p>&#8220;These measures &#8211; together with improved educational courses for drivers who need to improve their skills &#8211; will help ensure Britain&#8217;s roads remain among the safest in the world.&#8221;</p>
<p><strong>Andrew Howard, Head of Road Safety at the AA said:</strong></p>
<p>&#8220;Dangerous drivers who do so wilfully choose to take risks and should face the consequences of their actions.</p>
<p>&#8220;These law changes should make sentences more proportionate to the devastation dangerous driving causes and should also deter people from driving badly.&#8221;</p>

			<content:encoded><![CDATA[<p>Road safety charity Brake and Direct Line are warning of the danger of mobile phone addiction, as research out today reveals the shocking extent of driver distraction from texting, emailing and social networking. The survey revealed that nearly three in 10 drivers (28%) texts at the wheel and one in 13 (8%) do this at least once a week. One in 11 drivers (9%) surfs the web, emails, uses apps or social networking sites when driving. Texting has been found to make drivers 23 times more likely to cause a crash, potentially killing or maiming innocent road users. Using a phone to email or surf the web also causes serious distractions. In the United States, death from distracted driving has been increasing and researchers put this down to increases in drivers using smartphone technology. A recent Ofcom report warned of increasing levels of smartphone addiction in the UK by users who are unable to go without checking their phone even for short periods or through the night. In the majority of cases the collisions occur when drivers pull out unaware that that there is a car in their blind spot. Part of the problem has been caused by more stringent safety requirements imposed by the European Union. With cars now being built of lighter materials, they need to be reinforced to provide protection in the event of a crash.This has led to a thickening of the pillars, the metal structures between the front and back windows.. 			<content:encoded><![CDATA[<p>Road safety officers have found that most seats are wrongly installed, including many put in by the shops that sell them. Two-thirds of child car passengers are being put at risk of injury or death because of poorly fitted seats, the Observer has learned. At least 66% of car seats for babies and young children are wrongly fitted, according to figures supplied by local authority road safety officers around the country. Many were poorly fitted by parents, but a separate investigation by consumer group Which? found that almost half those installed by retailers&#8217; own fitting services were also done incorrectly. Problems included seatbelts routed wrongly and harnesses that were too high or too loose. In Portsmouth, of 141 seats tested over the summer, only 41 (29%) passed the safety check. Thirty-four (24%) failed on a major point: of these, six were the incorrect stage of seat for the child; five were too old to be used; and seven were condemned by the council&#8217;s road safety officers. Data from Wirral council showed a similar number of problems, with 37 out of 47 seats (79%) not fitted properly. An electronic system will be fitted to new Ford cars from next year that will force young motorists to drive safely when they ask to borrow the family motor. The system will limit the car’s top speed and even stop teenagers turning the volume up too high on the stereo. The safety feature, which has already been dubbed ‘teenage mode’, springs into action when the young driver uses a special second car key. 			<content:encoded><![CDATA[<p>MoT: these three letters are like a visual comfort blanket to used car buyers. They signify safety; a car with a 12-month MoT will run and run. Or so we’re led to believe. However, What Car? has uncovered disturbing disparities between testing centres, the faults they detect and even whether or not they pass or fail the same car, which proves that the system, run by the Government agency VOSA, just isn’t working. So why the concern? The annual test is applied to vehicles aged three years or older, and covers more than 80% of the 31 million cars in the UK. Our findings would be worrying enough under normal circumstances, but they’re downright alarming at the moment because the Government wants to delay the first MoT test by a year and double the time between tests to two years. Organisations such as the AA are against the idea, warning that it will increase the number of unsafe cars on the road. VOSA says there are around 22,000 approved testing stations and that these are checked depending on their risk of non-compliance. ‘Red’ garages will typically be seen three times in 18 months, while ‘green’ stations will be checked once every three years and monitored remotely in other years. Inspections will take place if any concerns arise from remote monitoring, or from any complaints. Nominated testers are checked at the same time. 			<content:encoded><![CDATA[<p>One-year ban and £150 fine for motorist caught speaking on one phone and looking at another. A man spotted behind the wheel on a 70mph road as he used two mobile phones has been banned from driving. Police spotted David Secker making a phone call with one hand and apparently sending a text message with the other, Norwich magistrates&#8217; court heard. When officers pulled over the 34-year-old they had to wait for him to finish his conversation. Prosecutor Denis King said: &#8220;He was seen holding a mobile phone to his right ear and as he moved closer the officer saw he was holding another phone in his other hand as though he was texting.&#8221; Simon Nicholls, in mitigation, said his client had been reading a number from one phone to somebody on the other end of the line. <p>A craze of risky amber gamblers is sweeping the nation as hasty drivers admit to breaking the law and steaming through traffic light signals because they haven‟t got time to stop, new research reveals. A poll of 3,000 motorists by Thrifty Car &amp; Van Rental reveals a staggering eight out of ten (85%) drivers admit to gambling amber lights in an attempt to race through 2 the traffic, with nearly four out of ten (38%) saying they rarely stop if the lights are on amber. Sixteen per cent (16%) even confess that amber is like a green light to them. Worryingly more than one in ten (13%) motorists has had an accident or near miss as a result of belting through an amber signal. Half (50%) have been shouted at by their passenger and more than a quarter (26%) have been sworn or beeped at by other drivers. If a driver crosses a light on amber, it is an offence, unless they can show that it was unsafe to stop. 			<content:encoded><![CDATA[<p>If you think driving on Britain’s pothole-riddled motorways is unpleasant, bad news – the ride is going to get bumpier still. To save money, the Highways Agency has ‘redefined’ its rules so that any pothole smaller than a soup bowl will not have to be filled in immediately. Contractors previously had to ensure that roads gave an ‘even, comfortable and quiet’ ride and were supposed to patch up even minor ‘defects’ within 24 hours. But under the new rules – which apply to motorways and trunk roads – only potholes more than 4cm deep or 15cm wide will be repaired urgently. The change comes into effect in the West Country later this year and will be rolled out nationally by 2015. The decision mirrors rules already in place on minor roads. But Nigel Humphries of the Association of British Drivers condemned the move as ‘dangerous and irresponsible’. He warned: ‘A pothole which is 4cm deep is an awfully big hole and with lorries rumbling over the top of them, it will not take long for them to expand rapidly. 			<content:encoded><![CDATA[<p>A third of white van men and lorry drivers have admitted almost crashing upto 30 times in the past year because of dashboard clutter in their vehicles, according to a new survey issued by Autoglass® today. They have confessed to only narrowly avoiding accidents after having had their visibility impaired so much by the rubbish piling up in front of them. The poll found 33% of white van men and 34% of truck drivers had had between 11-30 near misses because their view had been obstructed &#8211; with 27% of WVM and 26% of truckers saying they had nearly crashed between 6-10 times. 			<content:encoded><![CDATA[<p>According to the latest figures released by the Association of Chief Police Officers, 88,629 motorists were breathalysed during June’s month long drink-drive campaign, a drop of more than 12 per cent on 2009. The fall in breath tests coincided with a 16.63 per cent rise in the number of collisions recorded by police. Motorists under 25 were subjected to 20 per cent fewer tests than during the same period in 2009, while the fall in testing of older drivers was a more modest 5.45 per cent. The number of tests which were positive or where the motorist refused to give a sample fell by just under rive per cent. But the proportion of breathalysed motorists testing positive rose. “Whilst there has been a fall in the number of breath tests carried out in this year’s campaign the increase in the percentage of positive tests shows that we are targeting the offending drivers more effectively,” said Chief Constable Phil Gormley, the country’s top traffic officer.  <a href="http://www.telegraph.co.uk/motoring/news/8671631/Drink-drive-tests-fall.html" target="_blank">More</a></p>

		<description><![CDATA[According to a new survey, only 27 per cent of Britons own prescription sunglasses and opt for style over safety when they get behind the wheel in the sunshine, while 53 per cent of the 1,000 people interviewed admitted to not owning prescription sunglasses and wearing normal sunglasses to drive in. 			<content:encoded><![CDATA[<p>According to a new survey, only 27 per cent of Britons own prescription sunglasses and opt for style over safety when they get behind the wheel in the sunshine, while 53 per cent of the 1,000 people interviewed admitted to not owning prescription sunglasses and wearing normal sunglasses to drive in. If drivers wear glasses or corrective lenses, the law requires that they wear them whenever they are driving. The DVLA requires motorists to be able to see from a distance of 20 metres, hence many motorists wear glasses for driving. However, fashionable sunglasses without prescription lenses can seriously affect vision, meaning increased risk. Further danger comes from the potential damage poor quality sunglasses can do to eyes. In the survey, 36 per cent of survey respondents don&#8217;t know if their sunglasses have UV filters. 			<content:encoded><![CDATA[<p>Everyone is aware of the anti-social nature of speeding, but it seems Britain&#8217;s drivers are also united in deploring those who drive too slowly and are demanding &#8220;slow-speed cameras&#8221; to crack down on dawdlers. A new poll reveals that UK motorists reckon slow drivers are the biggest frustration on the road, with almost half of those interviewed admitting to attempts at unsafe overtaking in order to get past slow-moving traffic. The survey, on behalf of Confused.com, shows that 60 per cent of motorists experience an increase in stress levels and a heightened irritability when they encounter a vehicle driving more slowly than the rest of the traffic. About half of the 2,000 respondents support the idea of introducing slow-speed cameras and penalising the dawdlers with a fine. About 143 accidents a year are directly caused by slow drivers, according to figures for 2009 from the Department for Transport. Unlike some systems available in prestige cars, which wake a driver once they have nodded off, Anti Sleep Pilot is designed to help drivers to avoid getting into dangerous situations caused by tiredness. The dash-mounted device calculates the driver&#8217;s fatigue level and maintains alertness through simple tests, advising when to take a preventive break before the fatigue level becomes critical. Before using the device the first time, the driver takes a short questionnaire to find their individual risk profile. To predict fatigue, the device combines this profile with drive data that automatically registers via built-in sensors. The 26 input parameters to calculate driver fatigue include the time of day and reaction time to simple tests, which also serve to maintain alertness. Once a critical fatigue level approaches, the device sends a light and sound signal to let the driver know it&#8217;s time to take a break. 			<content:encoded><![CDATA[<p>It only takes seconds of sleep behind the wheel to cause a fatal crash, but research out today by Brake and Cambridge Weight Plan reveals one in eight drivers (12%) has ‘head-nodded’ at the wheel in the past year. Head-nodding occurs when someone nods off to between two and 30 seconds, often without realising that they have been asleep. The survey of 1,000 drivers also revealed risky behaviour among many that can contribute to tiredness, with one in four admitting embarking on a journey when they already felt drowsy. The vast majority (86%) are also failing to follow best practice advice on dealing with tiredness at the wheel, by stopping somewhere safe for a nap. More than a quarter (29%) put their own and others’ lives on the line by continuing their journey after they notice the first signs of drowsiness. In addition, one in seven drivers surveyed (13%) reported suffering from a health condition such as sleep apnoea that makes them tired during the day. Under the plans, EU nations will share information including car registration details to catch offenders even if they have returned home after committing a traffic offence abroad. According to official figures, 15% of all speeding offences on European roads are by foreign drivers even though they constitute just 5% of the total traffic. Besides speeding, the scheme will also crack down on foreign motorists who drink-drive, fail to wear seatbelts or ignore traffic signals. And the survey carried out for Continental tyres also revealed that 13 per cent are scared or embarrassed by their parents performance behind the wheel of a car, while 23 per cent of the children said that they had been in an accident with either mum or dad driving.  Continental tyres surveyed 1,000 children between the ages of four and 16 and asked them to report what they had witnessed and to say how they felt about their parents driving &#8211; and the results might make mum and dad think twice about their behaviour. 			<content:encoded><![CDATA[<p>Britain is turning into a nation of &#8216;Hyacinth Bouquet&#8217; backseat drivers with one in seven motorists having a road accident or near miss caused by a distraction from a rear passenger, a new study reveals today.  Partners are cited as the worst culprits for back seat comments, but women are revealed as being most likely to get angry at criticism of their driving.  Many drivers &#8211; of both sexes &#8211; admit they are even reduced to tears by the comments from the back seat.  But the study reveals that it is men who are most likely to take their eyes off the road to chat to passengers.  The survey of more than 1,000 motorists found they are 60 per cent more likely to have a serious crash if driving with passengers.  And young motorists are the most distracted with more than half taking their eyes off the road whilst driving to chat to passengers &#8211; the highest of any age group on the road.
