Westminster Council is overhauling its parking rules to give its parking attendants the option of “soft enforcement”. However, drivers who park on double yellow lines, pedestrian crossings or cause an obstruction will still face a £120 fine. But the council will be more charitable for minor transgressions. In some cases a first-time offender will get a warning, perhaps for overstaying at a parking bay. However should the motorist do the same thing again, then a fixed penalty notice would be issued.
