But Freedom of Information requests submitted by this newspaper showed that enforcement of the law is at best patchy and at worst almost non-existent. In many parts of the country drivers are not being subjected to Field Impairment Tests, aimed at detecting motorists who are under the influence of illegal narcotics. Drug-driving is causing mounting concern within Whitehall, A study by the Transport Research Laboratory estimated that drugs were a key factor in nearly a quarter of fatal road accidents. According to another Government-sponsored study one young driver in 10 admitted getting behind the wheel while under the influence of illegal drugs. More
