A disabled man, who stopped in at his pensioner’s club for breakfast, leaving his mobility scooter outside – returned to find it slapped with a £70 parking fine. Keith Chapman, 67, left his scooter parked up against a wall outside his local community centre while he chatted with friends in Sawbridgeworth, Hertfordshire. He returned to find a warden had stuck a £70 ticket on the handlebars claiming it was parked illegally. Mr Chapman, who was disabled in a motorbike accident 50 years ago, said he was in ‘hysterics’ when he spotted the fine.
