A disabled man, who stopped in at his pensioner’s club for breakfast, leaving his mobility scooter outside – returned to find it slapped with a £70 parking fine. Keith Chapman, 67, left his scooter parked up against a wall outside his local community centre while he chatted with friends in Sawbridgeworth, Hertfordshire. He returned to find a warden had stuck a £70 ticket on the handlebars claiming it was parked illegally. Mr Chapman, who was disabled in a motorbike accident 50 years ago, said he was in ‘hysterics’ when he spotted the fine. East Hertfordshire District Council has apologised and revoked the fine, claiming the warden involved was ‘confused’.
